That's because it's said as impossible that luffy SHOULD be the only one that can do it. His rubber body should be the only one that can support it (if it's like a super huge dopping to have a second devil fruit).
It's not the rubber…it's the rubber ability of the devil fruit..... add another, and they will fight againsts each other......

We still don't know anything from the devil fruits, it's not because people from the CP9 are saying that it's not possible that it is so… Wait and see that we heard more informations from dragon, robin or somebody else that know more about the missing century.
It's seems to be quite new that you can have a devil fruit in an object (dixit Mr 4), I presume the gouvernment still don't know every thing from them.
It was just a supposition I was writing ahead, it's perhaps taking to much life energy (or whatever) for a normal body to accept two devil fruits, that's why I was saying that if there is a possibility that it can be done, only luffy could do it.

unless Colby suddenly became strong or get a devil fruit ability…..I don't see Colby able to fight Luffy yet......

Not yet, but he is trained by Garp and was, judging from the title story, working hard. Maybe he can cath up to some skill that can measure Luffys… well maybe not but we don't see Luffy train very much even if he just came up with new attacks...
On the other hand I don't know if Luffy's fighting skills is mostly based on training or on some kind of instinct.

Training means simulation of real combat, and Luffy faces real combat situations almost all the time where his life is at risk. There's a huge difference in my opinion. Koby won't catch up.

Colby might catch up, if he ate a devil fruit that has lots of potential via training….and Colby is determine to be a great marine....that's his dream....

Well Coby face combat situations too. After all he is already part of the Marine, meaning he's probably already been sent on the battlefield. Not saying he'll catch up to Luffy though.

It wold just be nice to see Colby waiting for Luffy, smiling. Then he waves and they chat it up a bit and Colby casually points out how he will catch Luffy. And the two fight. Dreams on the line, serious, but with no hatred. No real anger, just lots of motivation.
