Around page 34 you(WB) showed pics of smoker "raping" luffy. I think smoker was not impressed with luffy then either. He was in general a better fighter. But you keep missing my point. Smoker kicked luffy around. But I should just stop using the term raped because it allows you to misunderstand. There was no one hit ko. Look at the whole strawhat crew versus aokiji fight. You cannot claim that that fight is the same as the smoker one. Aokiji, one hit ko's luffy and robin and takes zoro and sanji out of the fights in one hit too. Luffy and robin were dead without medical attention. That is not the same kind of fight as luffy had with smoker in loguetown. The whole crew was never afraid for their lives against smoker.
And no matter how much you dislike it, bounties are a rough system of categorizing peoples power in one piece. People fear a guy worth 300 mil much more than they fear a guy worth 30mil. As much as I hate to bring it up again, look at the chapters around the fight with belamy. When they think luffy is worth 30mil they think he's a joke and they can push him around. Later when they find out he's worth 100mil they are all shitting their pants. If it isn't based off of power but rather how dangerous luffy is to the wg, why the hell are people scared?

I'm talking about when it came down to the actual fight, not the training that Yusuke did before hand.
The thing about One Piece fights is that they go the same way that DBZ fights went, in a sense:
1. Fight starts.
2. Bad guy is clearly owning the good guy.
3. Good guy's friend show's up and is like, "Hay guys, whutz goin' on?"
4. Bad guy laughs at the good guy's friend and is like, "You have a small penis noob, go away."
5. Good guy's friend is like, "WTFBBQ?" And attacks the villian.
6. Good guy's friend is killed.
7. Good guy gets really really pissed and powers up to some ridiculous level.
8. Good guy owns the bad guy.
Except vs. Vegeta in the Saiyan Saga, that's how it usually went down. Frieza got owned because Kuririn was killed. Cell got owned because 16 was killed. Buu got owned because Vegeta got killed.
In One Piece's case, replace good guy showing up with:
1. Fight being interrupted by another fight (Krieg)
2. Luffy getting stuck and having to be saved (Arlong, Crocodile Round 1, Eneru, Water 7)
3. Encouragement from others (Nami, Usopp)
However, the only two opponents to really "own" Luffy was Crocodile and Lucchi. Krieg technically won his fight, though, and if Luffy wasn't made of rubber, Arlong would've ripped chunks out of him, and Buggy got a good shot on him, but Lucchi and Crocodile definitely owned him bad. Vivi's despair powered him up for Crocodile, Usopp's words powered him back up for Lucchi (It should be obvious to you that Usopp and Luffy are best friends).
If someone cheats, there are ways to beat Whitebeard. Hell, Doflamingo could make the big guy stab himself and that'd be that. Or Blackbeard could suck up a bunch of acid and dump it on Whitebeard's head. There's a lot of cheap moves that could be used to beat Whitebeard.
In a fair fight (Now, cmon, these are pirates), he's the World's Strongest and he'd own anyone that challenged him (Now). But as Shanks said in the very first chapter of the book, they're pirates, not saints.
Leave honor for people like Mihawk. He respects that sort of thing. But just because you're the strongest doesn't mean there's like a hundred ways you could be killed if you're careless. If Shanks can lose his arm to a seaking from being reckless, then Whitebeard could die from slipping on the soap in the shower.

Of course luffy will end up PK and zoro will end up greatest swordsman. In most straightforward mangas, the maincharacters achieve their goals. Especially the really long ones because a plot twist like zoro dies around chapter 600 would alienate the whole reading fanbace.
Will BB end up like WB? who the hell knows. He's not a main character so oda will probably do whatever he wants with BB. Same thing with smoker. The story doesn't need to have old=new situations. There does not need to be a new WB or a new garp. In fact, one would think there are a whole ton of people vying for the new garp. What about Koby and helmeppo? Like I said, the only things locked in stone are main character goals.

I don't think Luffy really got owned by Lucci, I think that fight was pretty even. Sure, Luffy got smacked around, but so did Lucci at the begining and end of the fight. I see that fight as nearly a draw, since Lucci was beaten and Luffy couldn't get up on his own. But meh, that's not the topic.
Whitebeard's time will definately come. Hell, I think if Blackbeard fought him his time would be right now. Of course, there's no way to figure this out, so no one can know for sure.

That doesn't hold much baring on Croc vs. Enel. After all, Luffy is "Enel's weakness" while Crocdile was not. Also, one could say that Luffy got stronger after the Croc fight, so Luffy vs. Enel was Luffy at the same level as he was in "croc round 3."
See, in One Piece, comparing fighter A vs. fighter C doesn't say much about fighter B in this manga. Unless two fighter with similar style fight, it's tough to compare.
For example, we can compare Mr.2 based on all of Sanji's fight.

Croc left him for dead the first time, luffy was saved otherwise he'd be dead. The second time he was lucky he had some water.
Enel never really threatened luffys life, you can say luffy was enels weakness. Although I see this as more reason of him not being a big timer, he relied too much on his fruit. When he found out he couldn't win he melted some gold on luffys arm and attempted to hightail it outta there without ending the fight.

Yeah but the simple fact that Crocodile faced water attacks and Luffy even wet his entire body so that he could hit Crocodile! despite all of that Crocodile dismissed Luffy! something Ener could NOT do even when he had Luffy's weakness.
