Sorry no. I'll just post it here for the deprived ones. If you look closely in that crowd, you'll see Captain Kuro standing among them. This was obviously drawn by Oda.(with him being Watsuki's assistant and all)
The Dragonball one, I think was just a strange coincidence.

A lot of people in that crowd are a little… Oda-ishly... drawn. So I don't really think it's necessarily meant to be Kuro or anything, just a striking resemblance.

The shirt looks like Luffy's from behind, the hat looks like Luffy's, his frame looks like Luffy, and even the way he holds his arms reminds me of Luffy.
Oda probably just noticed the guy in the panel, thought he looked cool, and then just drew that clothing on an early sketch of Luffy without even realizing where he had seen it. Something about the clothes just stuck in his mind.
I don't think he intentionally stole the design or anything, just that he was probably subconciously influenced by a series that he loved.

Regarding the DBZ Luffy, Oda probably saw it, and thought the hat looked cool, so he drew it. The end.
I wouldn't consider it stealing either, it's only a hat… an insignificant one at that. (rhyme!) And anyway, Oda based a lot of his characters on other characters..
When IS the "Inspiration" thread going to be brought back? :( Who was the one to originally post it anyway? Whoever it was, bring it back!! :( -
I hardly think Luffy's hat is ''just an insignificant hat''. It plays such a large role role in the series I'd say it's very unlikely Oda just subconsciously copied it from somewhere.
I'd like to give Oda's works a bit more credit than that. He probably put a nice bit of work into his characters, especially the main one. If Luffy only shared one or two characteristics with that guy, then I'd say an influence was possible. But seeing how almost identical they are, I'm all the more convinced it's just a coincidence.
Besides, nobody ever pays attention to the bystanders in Dragon Ball. Nyu.

Oda doesn't do the anime.

More like the animators mistake. They've done a few weird things with Crocodile's hook, like sometimes having it on his right instead of the left hand.

No. I'm sorry, but Oda did not base the most important character of his manga on someone who doesn't have a name, face or any importance in DB. There are hundreds of extras in DB, and there's no reason for him to base it off any random character. The only mangaka I can ever recall blatantly ripping off a series is Rurouni Kenshin's using someone that may as well be named Venom.
And Toriyama has said multiple times he based the Dragon World off his time in Bali with his family where such apparel, the likes of which Luffy wear, are quite common. Straw hats are not so rare that one appearance in thousands of panels of DB would indicate it being borrowed from. If you look hard enough at a Tenkaichi Budoukai or any other city scene I'm sure you'll find plenty more.
But it is indeed a cute coincidence.
