No seriously, is that some kind of sarcasm? Zoro would have zero troubles dodging/cutting in half Usopp's pussy ass exploding/flame stars, like he did with Mr5's booger bomb back in Whyskey Peak.
That's hilarious how you think he has any kind of noticeable offensive power when standing 3 miles away from his opponent. Don't delude yourself, he failed to take down the weakest antagonist of the arc and couldn't get rid of all these insignificant Marine grunts at once, resulting in Robin being in danger of death had Franky not showed up.
The only point you have is he's safe when standing so far away from his opponent's attacks. But if he can't do any damage himself, that's not a fight, more like a parody of fight.
Usopp has more then one type of ammo, the exploding star just worked best in the sniping scene. AND, he wasn't trying to knock anyone you there, just get them away from Robin. Anyway, we only know that Spandam got up from the attack.

Yeah…except Luffy did clearly win. But true, the point of the Usopp/Luffy fight was not to underestimte Usopp, a lesson that, unlike everyone braindead arc villian--we are supposed to be able to know.
Water 7 was to prove that Usopp wasn't so weak. Luffy was a far, far stronger melee opponent then the Franky Family and yet Usopp competed with him. He should have redeemed the Franky Family failure there, at least.
Enies Lobby proved that Usopp was useful, which was Usopp's vice this entire arc. Giants, long range, sniping, etc.
Gear 2nd Luffy would splatter Usopp all over the Grandline in a matter of seconds. Your point holds no water.
Even without Gear 2 Luffy's strength is still very high. Hell, Gear 1 Luffy is still on par with most of the other SHs, and way above every villian they've faced except for the CP9.
