When the partial results were out, I thought there was some mistake with every member of the Samurai group being absent. But here are both Kin'emon and Momonosuke in 112 (in 104, Raizou is the most popular of the group. Kanjurou is nowhere to be found, so the highest he could have get is 145).
And if that is not surprising enough, Kyros is in 138 (below Mother Carmel, who I'm pretty sure was just a name by that point)… I don't like him, but he should be more popular than this, right?

I would expect people would vote for their favorite character. Sometimes it's a traditional big name, other times it's because of ahem physical interest…other times people want to see a meme like Urouge, or a really obscure character they like get into the rankings. Relevance in the current story also plays a pretty big role. Kyros doesn't really fit into any of those categories; while I doubt most people outright dislike him, I don't really see many people viewing him as one of their most favorite characters or fondly remembering him as a highlight of Dressrosa. I mean, freakin' Kureha is ranked the same probably because she's in the same boat.
I remember this one scene in Bakuman where Fukuda talked about how Shonen Jump series that were a consensus "meh" were more likely to be at the bottom of the popularity rankings because no one put them in their ballot, meaning even bad series with a fringe amount of fans could rank higher.

Me personally? Couldn't care less, but others apparently do. Everyone has opinions. Finding a cool connection to a character in a story is no more or less relevant than seeing the appearance of an unimportant character who had little affect on the story and most likely no affect on the rest of the story.

Yes, you're right, birthdays are not so relevant, and probably only serve to "fill" questions in SBS, but who cares? It's not like Snack has not appeared in the story because of birthdays or whatsoever, Oda will show him/her when time comes, let's be patient, shall we?

You can be sure a lot of people have asked him about Snack and other relevant points that would be very interesting to hear about. If he isn't answering those questions in the SBS is either because he doesn't think the time has come for that yet or because it is something that will appear in the manga itself.
Nothing is being left out because of birthdays - as you say, Oda himself doesn't care about them. If anything, Oda uses those questions to fill what otherwise would be empty spaces in the SBS.
