You certainly have a point. Jinbei in Pirate King's crew would certainly help people in liking Fishmen. It's not like 99% of the world hates the Pirate King or anything.
Also, I wasn't talking with the EOS in mind. iirc, Otohime wanted to bring the Fishmen to the surface with the help of the government.
On the contrary, if you expect Luffy to become the symbol of a new era, having a fishman on his crew would reflect their equal integration into the new paradigm the Strawhats will bring about. There's no reason to pacify the government when it's going to be torn down anyway.
From an in-universe perspective, Jinbe has worked in the past two years to distance himself from King Neptune so as not to draw the WG's ire down upon them. Pirates are generally recognized to be rogue individuals independent of any country; the only pirate who's known to have caused the government persecution of those associated with him is Roger, and that's only cause he was the Pirate King.
On the other hand, Luffy IS supposed to cause the destruction of Fishman Island…

It's mostly a joke, but conceivably the World Government could try and destroy Fishman Island as an example once Luffy is near-Pirate King status, especially if Fishman Island openly supports him. In a roundabout way Luffy would be responsible for it.

Didn't technically Gol D. Roger have a Fishman somewhat part of his crew by having Tom as his shipwright? It would be fitting for Luffy and the Strawhats to have a Fishman too.

But you've missed the point entirely. Jinbe will travel with Luffy and help him on his adventure to become Pirate King, which will result in the uncovering of the True History that will start the final war in the series.
And this final war will result in the implementation of a new government that will actively ensure that Fishmen and human tensions are fixed, allowing them to live in harmony with one another.

My point was about the current government, which doesn't seem to be going anywhere for at least a decade. And which goes to the length of killing newborn babies just to eradicate anyone near the Pirate King.

If a Celestial Dragon actually accepted to bring a mermaid with him to the surface, gave him some kind of promise letter and Otohime came back safely, the method certainly seems to be working.

But a lot of the evil that happens in the current world under this government's watch is either due to:
A. Poor regulation
B. Overlooking it

Yes, I know they had the offer to go to the surface before Hody and his gang messed it up.
But would things really have been fine up there? No way the tensions between the two races would've been eradicated just like that. Ongoing oppression of their race would still exist in the form of slavery, for starters.

And if "their so hell- bent on destroying things related to the Pirate King" why haven't we heard of all these places where the Roger's crew was originally from or visited being bombed/ attacked/ destroyed/ truly harmed in any way, besides maybe an increased marines presence? And as Galaxy 9000 wrote, Jimbe has seemingly spent a good deal of the last 2 years distancing himself away from representing FI, politics, and affiliation with any of FI' s ruling's power/ influence/ or control. If they didn't do anything within those 2 years to FI, ( connecting Jimbe's piracy to FI thus punishing FI), doubt they would become just so focused on just Jimbe's out of all the SH's homelands, after some PK notoriety, because I also don't see them aiming for Nami, Brook's, Zoro's, Chopper's, Luffy's homelands/ where they spent most of their lives, just because he became PK. Hell even the most the Marines seemed to do was elevate the places where these legendary pirates fell/ died/ were killed/ were executed.

Few decades might've made a difference, but it's doubtful just looking at what happened with Fisher Tiger, and the fact that Jimbei the pirate Shichibukai was needed to "help repairing/ coexisting of Fishmen shows how badly desperate they were for even the slimmest possibility of a unifying symbol.

You are right about Tom's role being more than just building the ship.
But that is the problem with the WG. They don't generally want to reveal their real motives to people.
So, they use lame excuses about being connected to notorious crews when taking what they want.
The Celestial Dragons already don't seem to like Fishmen.
And I think, the path they provide to Pirates is not very appreciated by The government. (Why they haven't attacked or at least patrolled it till now is anyone's guess.)
I just don't think making a fishman a member of the future pirate king is going to help the situation one bit.

He was betrayed by Humans mostly because of CDs slaving the humans too.
I take that last line of yours in my favor. Jinbei was a symbol of inter-race peace. Just like Crocodile(his public appearance), he was a hero of people.
Now he is going to be a member of one of the Worst Generation Crews who are known for their violent and destructive tendencies.
