What's so inconsistent or ridiculous about a non-blood lusted Toriko using generic attacks not instantly vaporizing the monkey's? If they had legitimately pissed the kings off they would have gotten the Shigematsu treatment. Do you really expect our heroes to lose their shit and go straight HAM on everything that looks at them funny now? In case you forgot, Toriko doesn't kill anything he doesn't plan to eat, which means he was holding back a significant amount of strength.
it's just stupid to go from beating the shit out of the world's top powers to not even being able to faze fodder, within one fight
this is the equivalent of luffy knocking out kizaru in one hit, and then having trouble against random shichibukai subordinates with no names or ranks listed, it doesn't mater if there blood lusted or not fodder shouldn't be that hard to beat for a guy who can instantly destroy one of the worlds strongest characters
with this case
luffy = toriko
Kizaru = Shigematsu
random shichibukai subordinates with no rank/name = random monkey fodder
don't get me wrong I'm not expecting them tom just go from area to area with absolutely no problem, but it's just weird to see a main hero soloing three end game bad guy's for the main evil organization, to having trouble with characters who are on the bottom of an extremely high food chain
now if they had given them you know three or four ranks down from final boss material, and they had trouble with that them, it might be reasonable, but to make an extremely detailed list and have a whole fleshed out chapter set on the fact they can't easily beat the lowest of the low, who are no where near the top, on a really really big totem poll, and then give us what seems to be a beginning of another tedious training arc, so that they can once again have a gigantic power boost to one hit K.O those same characters after they just did that to a world elite is ridiculous, which I guess the series is known for but still
