Warlord is part of the system she distrusts. And Luffy is a son of Revolutionary but somehow still allies with Warlords that are part of WG. Not exact;y a shining example of someone to put all of their hopes on. Especially since she knows next to nothing about him except for WG propaganda.
Pretty much, as seen by CP-0. Despite not being a Celestial Dragon anymore and even getting into piracy, he somehow still has access to the WG's strongest intelligence group.
The plan I'm talking about is Doula Mongo's plan, btw. Doula Mongo wasn't truly leaving the Warlords, so she couldn't really bet on the Marines.
And because she knew Doula Mongo had strong connections in the WG and even some of the Marines on his side, what makes you think that trusting the Marines would be a good idea?
If he was that omnipotent, the he wouldn't need the birdcage to organise a massive massacre of everyone that witness thing on Dressrosa. He would just go "Bitch, I got diplomatic immunity".
Oh, and while we are at it, at least two different goverment workers suggested attack on him, not mentioning any kind of influence that could protect him from the marines.
It's all contrived to make Straw Hats look like heroes again, after Oda spend three arcs in the row telling us that they aren't heroes. It's his new running gag, I suppose.

Mind of pink lol. Just go and reread that chapter again… She was following them from before, which means it wasn't just some sudden/stupid/out of nowhere decision because she saw Sanji's perverted thoughts as you make it to be lol.

And if she was following them before that, and knew them as you say, then neither her actions, nor her words support that.
Fujitora is not a stupid man and he is a fricking Marine Admiral, of course he knows a bunch of secrets like that. But I'm not gonna argue that he actually knows about it because, like you said, there isn't proof in the manga for it and it is not even important for the discussion that we have here. The WG/the Marines know about it and yet they didn't react at all in the past 10 years and Fujitora is also a Marine so why should Viola think that he is going to do something about it all of the sudden after 10 years?
Marines and WG knew about? How? When it was shown?

She is the convenient plotbitch of Dressrosa, and even Oda is making fun of that.
Personally I don't question anything she does or says at this point.
