I love all of your ideas and I'm sure I'll implement them.
It appears the one real problem is still Set Sail. I do want Set Sail to be free. I want people to move on to the next sea when they're able (while still having some requirements). However, you're right about Raftel. I think what needs to happen is that Raftel will have a completely different requirement from the rest of the seas. The question is, what is that requirement?
Requirement 1: Total level of 5000.
-With a crew of 10, each member has to be at least 500.
Requirement 2: Must have 1 of each Haki.
- I'm going to change Haki so that you can save it for whenever you want. HOWEVER, if you choose to use it in PVP/PVE, you have to declare it before your battle roll. You can't use it after all rolls are done to push you over the edge and win.
Requirement 3: Must have found 3 Poneglyphs.

PONEGLYPHS:
There are 3 Poneglyphs located on the Grand Line/New World. Finding them will lead you closer to One Piece. They are located in Alabasta, Skypiea, and Fishmen Island. To gain these Poneglyphs, you have to defeat the bosses on each of those islands.
I know what you're thinking. Hito, what the heck is this about? Well, as OmerMe said, it would be neat to have each sea FEEL different, and have reasons to go from one to the other. Therefore, look below to see the new Set Sail category:
Set Sail:
Set Sail will look the same as it does in the first post (including the edit of Raftel I posted above), WITH 1 more requirement. To get into the Grand Line, you'll have to visit every major island in the East Blue first. To get into the New World, you'll have to visit every island in the first half of the Grand Line. And to get to Raftel, you'll have to visit every island in the New World (plus pick up all the Poneglyphs along the way).
The islands will be represented in a brand new box. Each island will have special conditions that you'll have to meet before moving onto the next island. Some islands even have bosses. These bosses, unless specified, must be defeated to move onto the next island. You can choose to fight the boss whenever you like, or you can choose to do regular "Happenings" rolls to level up your character's first. One thing to keep in mind, some bosses might be very powerful, and it would be wise to form an alliance. If a player in an alliance defeats a boss, the other player won't have to! The same goes for Poneglyphs.
If one player finds one, the other player won't have to! Working together is the quickest way to get to Raftel.
Below are a list of islands in each of the seas and the requirements to move on to the next island. I'm totally open to discuss what is below!
East Blue:
Shell's Town:
All character's start here on Shell's Town, where Marines and Pirates meet! A nasty marine is stationed here who will attack both marines and pirates alike! Take him out!
To move on to the next island, you must defeat the boss below!
Boss: Axe-Hand Morgan: Battle level: 300. Special ability: Your second strongest character cannot participate! Reward: Gain 20 levels.
Orange Town:
A small town, but a strong pirate with a Devil Fruit controls it! Beware!
To move on to the next island, you must defeat the boss below!
Boss: Buggy the Clown: Battle level: 500. Special ability: Bara Bara no Mi (You must roll twice and add your crew's level. If either roll is lower than Buggy's level, you lose!) Reward: Gain 30 levels.
Syrup Village:
There isn't much to this town, but there appears to be a sneaky cat around…
To move on to the next island, you must defeat the boss below!
Boss: Kuro: Battle level: 600. Special ability: Stealth Foot (Character's below level 25 cannot participate!) Reward: Gain 35 levels.
Baratie:
It's a floating restaurant!
To move on to the next island, you must defeat the boss below!
Boss: Don Krieg: Battle level: 700. Special ability: Gas Bomb MH5 (Your main character's level is cut in half!) Reward: Gain 35 levels.
Secret boss (optional): Hawk-eye Mihawk. Battle level: 1000. Reward: 50 levels.
Arlong Park:
The strongest pirate in the East Blue lives here...
To move on to the next island, you must defeat the boss below!
Phase 1 boss: Arlong: Battle level: 500. Special ability: Water Attacks (Your characters will Devil Fruits cannot participate!)
Phase 2 boss: Arlong: Battle level: 850. Special ability: Sword Kiribachi (Your main character's level is halved! Reward: 45 levels.
Loguetown Arc:
The final stop until you reach the Grand Line!
To move on to the Grand Line, you must defeat the boss below!
Boss: Buggy the Clown: Battle level: 600. Special ability: Bara Bara no Mi (You must roll twice and add your crew's level. If either roll is lower than Buggy's level, you lose!) Reward: Gain 40 levels.
Grand Line:
Reverse Mountain:
You must traverse this mountain to enter the Grand Line!
To move on to the next island, you must have a character with a level of 100 or more. Roll and add your crew's total level. If it is 500 or more, enter the Grand Line!
Whiskey Peak:
You've had a lot of battles. Take some time to rest!
You can move on to the next island if you roll and add your crew's total level, and it is 500 or more. If you roll PVP/PVE and win, move on for free!
Little Garden:
And island stuck in the prehistoric era!
To move on to the next island, you must defeat the boss below!
Boss: Mr. 5, Miss Valentine, and Mr. 3: Battle level: 700. Special ability: Your 3 weakest characters cannot participate! Reward: Gain 35 levels.
Secret boss (optional) Dorry and Broggy: Battle level: 1200. Reward: 55 levels.
Drum Island:
An island that just wants to heal the world.
To move on to the next island, you must defeat the boss below!
Boss: Tin-Plate Wapol: Battle level: 700. Special ability: Baku Baku no Mi (Wapol eats your weakest character! That character cannot participate, and Wapol's battle level is increased by the eaten character's level) Reward: 45 Levels.
Alabasta:
This desert island is controlled by the evil pirate Crocodile and his Baroque Work's agents!
To move on to the next island, you must defeat the boss below!
Phase 1 boss: Mr. 4 and Miss Merry Christmas: Battle level: 550. Special ability: Your weakest able character is the only one that may participate and gain levels! Reward: 30 levels for that character.
Phase 2 boss: Mr. 2 Bon Clay: Battle level: 100 + X. Special ability: Mane Mane no Mi (Mr.2's battle level is 500 plus your third strongest character's level. Only your third strongest character can participate! Reward: 30 levels for that character.
Phase 3 boss: Mr. 1 and Miss Double Finger: Battle level: 700. Special ability: Only your second strongest character can participate! Reward: 30 levels for that character.
Phase 4 boss: Crocodile: Battle level: 1000. Special ability: Suna Suna no Mi (Only your strongest character can participate!) Reward: 50 levels for that character and you discover the Alabastan Poneglyph! It points the way to One Piece!
Secret boss (optional): Miss Sunday: Battle level: 800. Specail ability: Hana Hana no Mi (Add plus 100 to Miss Sunday's battle level for each character with a Devil Fruit on your crew!) Reward: 50 levels.

I only have up to Alabasta written so far, but as you can see, this will really vary up the game and make each sea really feel like an adventure! I'll be happy to hear your ideas!
