Thats a good point. But we dont know excactly when the global marine conscription started. Maybe the WG wanted to test their recruits, and Fujitora earned his admiral title by arresting Capone and a few other strong pirates? Kinda like law earned his shichibukai title by delivering a bunch of pirate hearts.
That's what i was thinking, maybe it was a test, only thing is that fuji looked like he was testing his ''new powers'' on dressrosa ( i believe he even said so himself), shouldn't he be atleast a little used to it since the time he tookout capone? I mean it's no small feat to fly over water on a giant rock lol.

The only problem I have with this is the timing.
Isshou was brought into the marines by the global conscription.
The incident with Bege was almost immediately after Marineford.
It doesn't add up.
Maybe Isshou attacked Bege, but in fact wasn't a marine at the time.
Or this, we don't know what he used to do before the conscription, I heard several people saying we didn't have enough strong bounty hunters, might be our answer, what yall think?
