This is debatable, and really gets down to what we, as individuals, think about and take away from a story, and I don't actually think there are any clear answers on either side, which is what makes these sorts of things interesting to talk about but from my interactions with you I've come to understand that it's really not the sort of thing you want to talk about with me so let's just leave it at this.
Didn't pretty much every Marine have that storyline in the Punk Hazard arc.
They all got their asses kicked and ran around.
But considering Punk Hazard was basically an entire arc of people just running around that its pretty well.
Smoker got beat up by both Vergo and Donflamingo within like a volume of eachother.
Yeah, but Luffy, Zoro, Law, and other male characters did get cool heroic moments, while the women get absolutely nothing. Also, Smoker never cried and begged for someone to save her.
Heck, even if there was a character with huge knockers and ran around and cried and did nothing, that wouldn't bother me too much, but only if it was only one character that was like that while the rest… weren't. But it's the fact that this is pretty much every female character while the men are actually varied in their characterizations that irks me. Diversity! It's great! Let's see more of it!
She was a fortune teller and sister of Arlong, she was kinda interesting to see.

And then Shirley, I don't know, vanishes in a puff of smoke or some shit because she doesn't really get any important scenes after that. That's her involvement in the story. What.
I mean, yeah, actually seeing a relative of one of the major villains could have been really interesting, and there were about a million different things that could have been done with that, which is why I guess Oda took the smart road and did none of them.
What did Monet do aside from have a pointless fight that would say….single her out from any given gladiator character we're looking out right now.

Y'know what? I'm okay with this. Clearly Monet didn't leave the same impression with you, and that's perfectly fine. Um… so you agree with me? We've seen nothing of her aside from the thing her two henchman did, and some shouting of threats, therefore, making her a poor example of the point you're trying to make. We're talking about things that are happening now, not what-ifs.

She played the role of being in a place, and having her heart be in another guy's possession. Notice how she barely said anything at all during any of the Law/Caesar flashback chatter concerning the deals that concerned her lol.
What a character!
She also helped out with science (Scientist characters are always awesome), was menacing to the crew for a while, and I'm gonna go ahead and predict that she's gonna play a role in the inevitable Law/Doflamingo backstory flashback. So there's that.
And we get to the bottom of the great Kylor mystery!
