I don't know who you're talking about, but I'm pretty sure given the theme of the manga they drew (sports), Michaelburger is a parody of Eichelberger, an American professional baseball player who played for the Tokyo Yakult Swallows in the Japanese Central league.
There's a lot of references in this chapter, and I haven't read the scanlation so I don't know if they got it all.
One I would think western readers would have a hard time with is the Tokiwa-sou reference.
The boys manga club is nicked named "Bokuda-sou", but it's just a mis-spelled Tokiwa-sou.
Tokiwa-sou is extremely famous among manga artists as a legend.
It's an old wooden apartment that housed NUMEROUS manga artists who became legendary.
The apartment housed:
Tezuka "God of Manga" Osamu, Akatsuka "God of Comedy" Fujio, Fujiko Fujio A and F (who, in my opinion, are the only two that rivals Tezuka in deityhood of manga) of Doraemon and countless other classics, Ishinomori Shotarou (Kamen Rider, Cyborg 009 etc. Won the Guiness World Record for drawing the most amount of comic books by himself in the world), Suzuki Shinichi (animation director of Astro Boy, various Fujiko Fujio works, etc) and more.
…..Every single one of the above are gods.
And they all lived in the same apartment.
