To be fair, probably easier to avoid pacing problems in 15-20 pages of manga than 22 minutes of anime.

The show has had competent directors before that managed to not have horrendous pacing, with decent filler. Up through Alabasta there was very little, and Skypiea wasn't terrible. Wasn't until Water 7 that it got really bad.
Especially when Oda giftwraps filler ideas for them all the time.
Water Seven + Sea Train covered 53 chapters in 37 episodes. It's a little slow, but better than what we have now. Of course it also helps that the filler tied in some stuff inbetween panels (ie. how did Luffy, Zoro and Nami end up under a bridge while being chased by Galley La?) instead of terrible slapstick about Buggy and co. taking a piss in Impel Down. Overall the filler was much more competently done before the timeslot and director switch.

Eh, I still think Skypiea's pretty slow (though I don't really care for the source material) and Water 7 was a substantial improvement and the last great arc for the show, but I'd struggle to disagree with you on the overall trend. Sabaody and (oddly) the Ace/Luffy/Sabo flashback have given some room for hope.
Mostly, though, I think we're all just coming down off the tremendous disappointment that was Marineford.

Working on my personal edit of Water 7 now. Some notes to anybody who finds them interesting…
E226 covers c318 p18-19 (mostly filler, part of the "Foxy Returns" arc)
E227 covers c319, c320 p1-14,1/3 (1.75 chapters) (partly filler, uses its filler material to replace the old man's resolution in the Davy's Back Fight arc, which was altered to allow for the "Ocean's Dream" and "Foxy's Return" arcs.
E228 covers c320 p14 2/3-19, c321, c322 p1-p9 (1.5 chapters)
E229 covers c322 p10-p19, c323 p1-p13, c324 p1-p8 (1.5 chapters)
Seems alright so far, although the pacing is slower than Skypiea (avg. 1.6-1.75 manga chapters per episode), but the episodes are handled well, and the beginning is more exciting which offsets the slower conversion rate.
Expecting that the episodes will gradually get slower paced, until the apparent pacing hell known as "Enies Lobby" is reached.
Does anyone know any dominant sources of filler in the arc? Anything like Buggy peeing or Boa having dreamgasms?
