Ok, for all these month´s I´ve been always waiting for other´s to make the first move and then I´ve replied on this matter. However with this post, I´m going to change this method because of two reasons:
1. I missed the forums while they were off and until all our fellow board members who´s thoughts I like to read aren´t back I´d like to write down some thoughts myself.
2. It appears that we are approaching the final stages of the relevant stuff for this discussion so I´d like to bring in some points before it is to late and they are wasted afterwards.
That said, let´s get to the point. I´d like to elaborate some things about the entire "Paulie is forming a bond with the Strawhats" argument. Note: I´m not denying that this happened, but it appears that this whole argument was discussed a little bit one sided. So I´d like to bring in three new aspects that havent been mentioned so far.
First apsect. While it is true that Paulie is growing together with Luffy, Zoro, Nami and Chopper, it gets often ignored that at the same time Franky was growing together with Usopp, Sanji and right now with Robin.
What´s even more important is that Paulie is together with those guys who are out of question still part of the team, while Franky was together with both guys that left the Strawhats.
Furthermore, the key part of that is that Franky lectured both Usopp and Robin, how wrong their attitude to leave the team is and he said it himself in chapter 374 that he can´t watch a great team break up. Franky´s interaction with the Strawhats are directly linked with putting the Strawhats back together, while Paulie´s interaction with the Strawhats just aims for a CP9 ass-kicking. In comparison of Paulie and Franky here, it is only Franky who cares about the team in itself. That shouldn´t be ignored.
The second aspect. While in this arc everyone the Strawhats, the Franky Family and Galley-la were suffering lots of pain, it is only the entire Strawhats crew and the entire Franky Family that is on the way to Enies Lobby. From Galley-la there´s only three guys riding the Rocket Man. Where´s all the other minor Galley-la staff that we´ve seen at the beginning of the arc such as the angel guy, the guy with the tattoo on the chest or the dudes that are larger then Tileston? I know they are nobody´s but aren´t the dudes from the FF besides Zanbai, Kiwi and Moz actually the same? And yet we have the whole FF heading towards Enies Lobby but just Paulie, Lulu and Tilestone from Galley-la. Kinda strange if you ask me.
So far this has been always used as the definite proof that Franky won´t join because he has such a big attachment with his Family that Paulie doesn´t seem to have with Galley-la.
Well, I´d like to use the same example for the opposite point. I think the reason why ODA is letting the entire Franky Family invading Enies Lobby here, is because this will be the last time that they will to something together for and with their boss Franky. I somehow see similarities between Usopp and the Usopp Pirates. Before the team was disbanded they had one big mission together, the greatest since their founding. Same could be the case here (if you add the idea that the sole purpose of the FF and the 200.000.000 were all needed for an anti-WG operation).
Anyways to get back to the point. The reason why we have all Frankies at the Lobby is because (yet unknown neither to them nor Franky) they will never work together again.
Paulie however is just accompined by Lulu and Tilestone. If it would be really him who would join the Strawhats then it would be anticlamtic storytelling that his own people from Galley-la don´t whitness how he fights for them. I mean even the Usopp Pirates or all the cooks of Baratie saw what Usopp and Sanji did for them. It´s ok if the people of Water 7 don´t see it, but the co-workers of Galley-la should be there to see how Paulie fights his biggest fight for them before he leaves them for ever. But they are not there and that´s what makes it anticlimatic and antidramatic. And these are two terms that don´t fit with the name Eiichiro Oda. Well so much for that aspect.
Now the third aspect. While it is true Paulie formed a bond with the Strawhats, it appears that it almost skipped everyone´s attention what else has happened on the Rocket Man…Paulie (together with Lulu and Tilestone) is forming a bond with the entire Franky Family! That is another thing that happens to all the Frankies while almost entire Galley-la stays at home. So Paulie, Lulu and Tilestone, the three remaining most important workers of the company are there to whitness the Frankies in all their Glory.
When this arc is over, Galley-la and Water 7 need to be rebuild again. And right now it is clear that the Franky Family aren´t bad guys who wouldn´t lend a hand here. Furthermore it has already been established by Oda himself that Zanbai, Kiwi and Moz actually wanted to become shipwrights before they´ve met Franky.
Anyways, since Lucci, Kaku and Calipha left Galley-la and the company is ruined and needs to be rebuild, they would require all the help that they could need. And since Iceburg and therefore Galley-la mean a lot to Paulie I don´t see why his bond with the Franky Family shouldn´t be used to request their help. To spin the web even further, I think that the bond they´ve formed (and that will get even stronger at Enies Lobby) will be a reason for the Franky Family to become a part of Galley-la. If Franky should leave the city, then Galley-la would be a good place where they would fit it.
So it comes down like this:

Paulie´s interaction with the Frankies might play an essential part in rebuilding Galley-la. In the consequence the FF will join the company.

Franky´s interaction with the renegade Strawhats might play an essential part in "rebuilding" the Strawhats. In the consequence Franky will join the crew.
All in all the Franky Family will be disbanded. The events that happened so far might indicate where the future of the seperating parties lies. And turning the argument around wouldn´t work.
It wouldn´t appear plausible that Iceburg and entire Galley-la join Franky and his Family if Paulie should team up with the Strawhats. Doesn´t seem likely.
Whew, I´m done finally. What a long post. Anyways I just wanted to add some more food for thought before we are confronted to definite answers. I like to discuss stuff while it is fresh. There´s no fun in "I told you so´s".
