Has Luffy's devil fruit always made him into rubber or was there a time when it only made him stretch like rubber? I have heard that his devil-fruit ability was retconned when Enel came along so that he actually is rubber rather than merely stretching like rubber.

I think the best way to explain it would be that his Devil Fruit gave his body all the properties of rubber. Thus it stretches, absorbs impacts, doesn't conduct electricity and all the various things rubber can do. But I don't believe his body is literally made of rubber. Then again, what do I know? :P

I agree with that theory, but if you think about it - pretty much anything is possible in the One Piece world that Oda has created. But such things are details. Would it really matter if you don't receive a trustable answer? I highly doubt that. But if you're looking for details and stuff that you can easily miss while watching the anime or reading the manga - I'd suggest you take a good look around onepiece.wikia.com.

Not exactly. He can still bleed, recover from wounds, go to the bathroom and other things rubber can't do. I suppose you could say he's "living rubber" but that's splitting hairs I think. Either way, his body is definitely like rubber.
Also, I imagine Luffy tastes like meat, but very tough and chewy. :P

I don't think there can be a real answer to this, because at some point in the breakdown, the fantasy elements necessarily kick in. Like with Gear 2nd: we're told that he can survive fast pumping blood because his veins and arteries can stretch to withstand increased pressure. The walls of those blood vessels have to be made of living cells, but no matter how they're arranged, cells cannot themselves stretch to any noticeable degree.
Although natural rubber is produced by plants, the material itself is a hydrocarbon polymer, and is not a compound found in the walls of living cells.We just have to accept the magic and believe that every cell in Luffy's body somehow carries all the properties of rubber.

Yah, its really possible that rubber properties associate with Luffy's cells. So, it is also possible that his eyes can also stretch? Right? Will bullets have effect on Luffy's eyes? Or it will only bounce back?

If he's completely made of rubber, and is actually rubber, then the cells that regenerate in his body would be rubber…his scabs would be rubber...
I think a good thing to question here would be, "If he loses an arm, can you pick it up and stretch it, on does it lose it's properties since it's not attached anymore?"
..."If he sewed it back on, would it still be rubber?"

His body have always been rubber, these are some evidence
- During the Buggy Arc, Buggy state that Luffy's rubber skin are immune to impacts but not sharp objects.
- During the DUB (not trustable but interesting to note), when Luffy is facing off against Crocodile in their 3rd match, Luffy state that the hot air makes his rubber skin sweat.
