That's what I was inferring to when I said that: the nose-dive was the rank in the magazine, which collapsed after the Teikoku game ended. Maybe if they had more support we would have seen a better arc, but unfortunately it didn't and we got…well, what we did.
I hate to be the doomsayer, but I think cause and effect may be a mess here.
There's a good chance that people tuned out after Teikoku because they felt ripped off by "ooh, another story arc!" with minimal foreshadowing. The World Tournament concept could have spat out a kitten every twenty minutes, and people would still look at it skeptically.
FWIW, the English volume 26 is out now; the translation seems reasonably coherent.

Almost all routers suck. I presently have a D-link, but have had two Airlink101s (one running DD-WRT, one running stock), and one Linksys.

Conversely, my office burned through a D-link in about two years. It just bricked itself one day.
Many can be improved by replacing their stock firmware with DD-WRT or the like, but this is 1) a technical and awkward task to do and 2) often makes setting up the router much less user-friendly for a non-technical user.
You don't usually connect them to a USB port at all.

DarthEnder, an issue with quality could be an issue with accessibility and bandwidth.
In an ideal world, streaming video is accessible for most consumer-grade connections. In the US, that means 1.5Mbps (cheap DSL and T-1). You don't want to say to people "Sorry, requires 5Mbps or higher".
Beyond that, the lower bandwidth you can go, the better the performance, as pre-buffering will be possible.
A full high-definition (ATSC) stream is specced in the range of 19Mbps, although some is lost to overhead, but rates over 10Mbps are common. Now, switching codecs can improve matters (ATSC uses MPEG-2, which is a bit dated now), but eventually, you run into quality vs. bandwidth tradeoffs.
This is much less a concern with a downloadable– you set it up to retrieve the file overnight and watch it in the morning. But if you're streaming, and the user presses 'play' and it stutters 10 seconds for every 5 seconds of video, it's a turn-off. I recall spending like 90 minutes to watch 391, and about 40 for 392.
Well, I think closing the gap does make a series more accessible. You know, if you pick up a manga or an anime, there will always be some in the fandom who are up on the latest. Whether it's the one guy in the forum who speaks Japanese and watches it via satellite, or the torrent crowd. Now you could join their discussions without going illegit or being hopelessly out of the story.
I claim no moral standing here… it's just this is a loss for both the fan community in specific, and the concept of streaming media in general.
Taking a "we're taking our ball and going home" approach, if anything, says, "The people who actually waited and tried to do the legitimate thing are the only ones who are going to suffer." Someone will make an unauthorized sub of 403. It's also a very strong "cutting off your nose to spite your face" situation-- "Because we can't have 100% of the market, we'll take 0% instead of 70%".
Furthermore, taking down ALL streams helps to reinforce the fear of transience of streaming content. Some people download fansubs because they can control them-- they can't take down a file sitting on your local PC the same way they can withdraw a stream.
I was able to watch 391 and 392 earlier in the week. If I had downloaded a fansub, I'd still be able to.

The irksome thing here is that the people who did the right thing– who politely waited for the damned streaming player to waddle through 391 and 392, who planned their Saturday evenings to be ready to see 403-- are the ones screwed, and the people who broke the rules (foolish as they may be-- it's impractical to keep the genie of digital data in the bottle), are enjoying 403 as we speak.
I fail to see how delaying 403 at this point will gain them any edge, as it would just present a larger window where the ripped-off version is more desirable. The second the real thing goes up, there's dramatically reduced reason to fetch the torrented one.
This is the futility of the copyright economy. It makes me want to BitTorrent something out of spite alone.

Comparing the experience watching 392 versus 391, I'd say, by about 410, they should have the performance perfect. Perhaps it's my connection (cable being shared) but other downloads today were fine.

Y'know, I suppose you do have one thing going for you in the "trying to give some value to English" department… in this era, even if you're in a city in the middle of nowhere, there's a font of English language content out there for you, easily accessible at anything with a network connection. Nobody is giving him fashion hints, so he parades around in what appears to be a prom dress ran through a shredder. You can't hate him when he's so defective.
I can't see it working well, because of the likely fragmented market.
Wal-mart is successful because of a very efficient, low-overhead system (built atop the backs of underpaid workers).
Having to deal with used items of varying quality, and likely a wildly shifting market flow (few PS2 games of any sort are worth much more than $15 used, but last year's Madden is barely 15 cents).

There are really two places I expect strong and "justifiable" fansub activity. People who want Naruto can get it legitimately, so people fansubbing that are probably now just doing it for the sake of continuity (people like their sub and are comfortable with it)
Quagmire series– One Piece until today was the model for these. The bulk of the series makes it a commitment that many firms won't want to try to take on, and even if they do buy into it, it's often met with a "I don't want to see season 1, I want to see episode 405 BEFORE IT'S ANIMATED!" from the fanbase.
Niche-market series-- the series simply doesn't sell well (too Japanese, not Japanese enough, too obscure), but it has a devoted fanbase. IMO, these are the ones they should let be-- a licensor can't make any money off it, but they could end up alienating customers.
With this (sudden) level of engagement, it's clear that few, if any series, are too big and bulky to be adapted to legitimate streaming/licensing. So the logical direction for fansubs is to go to increasingly niche, 'unmarketable' series.

How about taking an approach analogous to some of the more "sophisticated" translated manga? Either provide a minute of static cards with explanations at the end of the episode, or a "visit onepieceofficial.com/translationnotes/392 for translation notes for this episode."

A year ago, I'd doubtless have said Jinbei. The gyojunike of course would lean that way. But honestly, Jinbei let me down because I was hoping for a Super Arlong.

Well, I'm trying to be impressed by streaming 391, but frankly, I'm failing. It's 5 seconds of movement interspersed with 30 seconds of buffering. This is on 7Mbps cable; I can't imagine how people on lower-rated connections are doing. (I should try it at the office on 1.5Mbps T-1 for a real laugh) The video itself is of good quality, during its regular stops, but I'd expect that with the right choice of codec, animation content compresses well.
I do like the relatively browser-agnostic flash player (it's working in freaking Opera!), but if it takes 90 minutes to watch a 25 minute episode, I remember why I like the manga better (I can read an entire tankoban in the time it's taken to make its way through the opening theme!)

Favourites: Arlong (GYOJIN!!), Loguetown (so much plot development in like 10 chapters), Water Seven/Enies Lobby (Loved the CP9 as insane family)
Least favourites: Skypeia and Alabasta (they just seemed to drag, and Crocodile's master plan seemed needlessly complex)
Actually, I'd think a report about the history of drug policy and economics could be pretty interesting.
