Actually, if a cartoon didn't make sense, who the hell would watch it? How about you produce an anime with no plot whatsoever and string together worthless sentences and see how well that sells.

Well for one, the reason that the teeth of the pictured characters are huge is because Oda and the animators are trying to show emotion. Which sometimes is hard to display and many animes/mangas fail at successfully making the reader/writer understand what the character is feeling. Oda and the animators believe that this is the easiest way to show the emotions.
Two, it's a Japanese cliche to show unpossible things being done with the human body in animes and mangas.

Well, what about Usopp in that last picture? His eyes stretched like a foot from his head! Was that for comedy? Because, honestly, that kinda ruined the entire Arlong finale for me…

Well it only makes sense that if the author didn't want it to be drawn that way, they wouldn't draw it that way. It's not just the animated version that has some giant face deals.

Wow, and I thought that I said it clearly enough for people to understand.
Anyways, in my opinion, even if Luffy didn't have the gomu gomu devil fruit powers. He would still have some sort of elastic emotions since it's Japanese cliche to have characters "over acting" in ways. All Luffy and the other charatcers are doing is over acting, like the Japanese teardrop used to display a certain emotion which escapes my mind at the moment.

CARTOONS ARE SERIOUS BUSINESS.
I'm gonna go back up DW's and Octogon's statements and say that it's an art style used to portray emotion. Exasperated Exaggerated expressions have more of an impression than normal faces. And it allows for some humor, like Chopper's antlers coming off along with his hat.
I still think that it takes the seriousness out of it. I'm gonna go take some snaps of Zoro vs Mr. 1 and show that emotions can have the same if not better effect when they are not exaggerated to such insane levels.

That fight made Episode 119 one of the best episodes in the anime, so why so much gum and mouth? Same messege, really.
One Piece is a cartoon. Throughout the ages of animation, American or Japanese, the act of enlarging, stretching, exaggerating expressions in the form of eyes popping out, mouths stretching, etc. has always been a staple. Even in more serious animation, this is done. It exaggerates shock as well as being a little humorous. Luffy and Usopp are humorous characters most of the time, so they pick up the brunt of it most of the time.

Yep, it does. It's supposed to, because Oda doesn't like to get too serious a lot of the time. Which is why usually following something really serious, he throws a little humor in. It's just the kind of guy Oda is.

There's plenty of examples of all the characters not being exaggerated humorously so much. Oda knows when he wants to get something humorous across, and when he doesn't.
