Vectoring is like tracing; Macromedia Flash and Photoshop, to my knowledge, allow such. I'm looking for a program other than those two that does the same.

Adobe Illustrator is all vector ;p
the pentool works wonders in that program -

Macromedia Freehand also does that, I think, if it is still around…

I haven't used Freehand in a decade, but it was good back in the early 90's. It got displaced by Illustrator, which I currently use for all nifty/clean vector stuff….
Learn that pen tool, make custom brushes, and use a wacom tablet.

OK, I downloaded illustrator and launched it; I've also found my image and I want to vector it for a banner, but the paintbrush won't work. It's just a circle with a line through the middle.

try using the pentool, it will really make things easier… you just point and click pretty much ^^ and you also have control over the curves and things like that. and of course, if you need to make a straight line, hold down shift before clicking on the next point, if that makes sense ^^
