The assumption that humans living before the modern age are less intelligent than modern humans of above average intelligence is false. The Ju/'Hoansi for example live in a gatherer-hunter society, non the less, they are known to be incredibly intelligent.
The only reason modern (western) human believes s/he is "smarter" than pre-modern human, is because of the horrendous excuse for an intelligence test called the IQ test.
If Ussop had batteries and potatoes (and the education on how they function like you do), I'm sure he'd get Mcguyver on your ass too.
