I can't use BitTorrent and I'm wondering if there was any good place to get anime via IRC? Like an anime version of the thelurker.net. Please help!

First, find the group that is releasing the anime you want to find via means of Baka-Updates, Animesuki (www.animesuki.com)), anidb (www.anidb.net) or animenfo (www.animenfo.com)). The group information page will usually have their IRC channel. You'lll have to go to their respective channels for IRC downloads.
I don't think there's a "central" body listing IRC downloads.

isn't baka-anime a team of dvd-rippers? it'd be better to check for fansubs imo.
baka-updates.com have nearly all the fansubs team's IRC channels.
