It's a double issue in the sense that half the magazine is released one week and the next week the second half is released, or at least that's how I understand it. So one of those weeks will include OP and the next won't.
No, a double issue is one full issue for a two week time period. It just means that there is a week break after a double issue.
What are the odds that the "Punk Hazard Arc" extends beyond Punk Hazard, I guess that would defeat the purpose. A better way to phrase it is, what are the odds the purpose of PH extend into upcoming arcs? Again I'm not talking about an obvious Doflamingo fight, or Yonkou fight. I mean like CC escapes, Shinokuni goes out into the ocean, SAD production is moved or not really destroyed? I wonder if these main elements SAD/Shinokuni/Vergo/CC will be solved this chapter or continue on into the next arc (again obviously these events won't be forgotten but what are the odds the next arc is directly related to them?). I think if Dofla is the target then the CC element might stay but if Big Mam or Wano are in the next arc I think CC is a one and done character.

Considering how easily Vergo was beaten by Law, I see Doflamingo ordering him to be killed. Since we've seen he hates weaklings. Caribou stuck around but didn't have much to do with the arc minus a small treasure nabbing, and the mysterious "you-know-who" reference. So I don't know what use CC has if SAD is destroyed. Though considering how much Dofla needs him it could get interesting.
There's a lot of plotlines that seem to be spinning out of this, which is why One Piece is so great.
Until it's confirmed we can only guess that Law's plan involves the other Supernovas and Big Mam but that's looking most likely. And Big Mam's tea party was scheduled for four days after the end of Fishman Island arc. Punk Hazard has so dar taken maybe a day (?) so that deadline's looking kind of important. Maybe most of her major players are going to be there as well maybe including an army of SAD Zoans possibly hypnotically primed by Doflamingo and including an explosive casket that can be blamed on the Straw Hats.
Depending on how PH plays out then maybe the Straw Hats are going to be transporting CC and/ or Shinokuni weapon which would make them a huge target for all those mysterious weapon dealers we've been seeing in the shadows.
There's Kinemon and Mononosuke maybe needing a trip to Wano Country, the kids and the mystery of the frozen bodies (the source of SAD?).
Edge of the seat stuff and the wait between chapters seems to get longer and longer every week!
