When I try to upload animated gifs onto sites, the animation starts to get weird and static-y. I've seen this happen on these boards, on my photobucket, and myspace. Anything I can do to prevent this..?

When the gif file is first loaded, you will see the animation being slow motion and all because the animation has started even before the whole file has loaded. Let it finish loading and the next time you visit the page with the gif in your cache, you won't be seeing the same problems again.

or your web browser may be eating up resources(say Firefox for example) and there aren't enough resources to display the gif in full stream(this happens when there are too many images loaded at once, this probably isn't the case).

Well, I use firefox, yeah. The slowness of gifs isn't really the problem, it's this weird.. .static-y thing.

It's probably the first-download thing. Virtually all animated GIFs do poorly for me the first time; you have to wait for a few times because not all the frames have loaded by the time they're needed.
