Spandam appears is a rarely used variation of Spandanam, which is a term in a particular brand of Hinduism called Kashmir Shaivism.
A very rough summary of what I've read on the subject would render the concept of Spandanam in English as "Internal Movement Towards Absolute Knowledge". Strictly speaking, it's a self-discovery sort of thing, but here I think it's pretty obvious what the Absolute Knowledge refers to here.
So, his name is probably a reference to his role in life and the panda features are based on the name rather than the other way around. Somebody'll have to ask Oda if that's what it means before we can be sure, but I think it's probable.
It's not really that less obscure than the Klaubautermann.
