Cept Dragon seems perfectly fine in the next panel, nobodies assisting him or tending to any wounds and he wants to leave immediately. Hardly the victim of "horrible" injuries.

Do you really believe the average One Piece reader's going to think "Oh, the Tenrybito arrived 2 days after the fire, making it extremely unlikely it's a victim of the fire." Only a few people here noticed that and we have members here who ruthlessly analyze every panel.
