Yeah, they're bootlegs. If they're not region 2, inexpensive, subbed, and need to be shipped from anywhere outside of Japan, they're bootlegs.
Yeah, if they're all-region or region 1, they're bootlegs. If you want them for video captures or something to that effect, they might be worth it, but the subtitles really aren't great.

If you have access to K-F, and your computer functions with them to a tee, to hell with the boxset.
If you DON'T have a good computer or are otherwise barred from K-F, go for it.
… Oh. And only take it if you don't mind crappily-subbed bootlegs. They suck in terms of subtitle quality. "Crook Bu," "Clark Dell," and so on. If you want a good laugh, I guess, you could pick 'em up for that...
If you want some pretty good bootlegs (as good as they get, at least), then I'd use AnimeArigato.com. I got my 5 disk box-set for 49 bucks, and with them, you don't have to worry about the DVDs being damaged like you would on ebay. Also, they ship pretty fast.
But that's just what I would do if I were you.
If it's me, I won't buy it anyway. How many DVD's are in a set anyway? :huh: In Thai, One Piece are sold only in VCD, not DVD, and I bought one VCD for 50 bahts, around a dollar in US dollars I think. So, for me the DVD doesn't worth it.
I wonder if putting it on a DVD is just a matter of saving discs. ISTR hearing sometimes they make discs that are physically DVDs but filled with lower-bitrate (SVCD or VCD quality) video so they can pack more on the disc.
A burned DVD (4.7G) could hold six times as many episodes as a burned CD (700M) but only tends to cost a little bit more (blank CDs are typically about 15 cents each here, blank DVDs about 20 for generics)
