It's colored polymer clay that you can bake in the owen. I think the most popular is FIMO.
Be careful, when you buy it, if it's soft enough.
You can buy at 'creative art shops' (or what is that stores called?^^;). You can choose so much colors, but some people prefer to make figures with one color, then after baking, they paint them. (I don't use to paint, because it's a bit expensive to me)
I use lots of little pointed tools to make the small parts (clay shapers, spatula tools).
When you finished all the parts, just put them together with a little push, and they stick together well.
Then you should bake it at the hot owen about 10-15 minutes on slow fire. Be careful, the thin and/or white colored parts burn so easily.
On the head I made a small 'neck', so I could stick it to the furball with glue. So it won't 'sink' into the fur.
When the clay was still soft, I put into the hat a wire and curled it's end with a round-nose pliers. (So it won't came out later, if I hang it)
That's all, I don't have any special technique
