Perhaps you should check the web if there's some sort of Jamiroquai merchandise articles to be found. Doesn't he wear similar hoods?

Make one.
Black and yellow baseball-tee. If you can't find black and yellow, get a black and white one, then dye it yellow (black sleeves will remain black). Screen print the jolly roger on the front. Sew a hood to the back. Viola.

i doubt a hoodie like that is hard to find. As for the decal.. just do what ichnob says (although that might be difficult if you don't have access to screen printing materials )

Im sure a print shop wont mind charging you to print a design on a shirt you're providing them with. (Though if they mess up it could get nasty)

Besides the right color dye, all you need is a big bucket, access to hot running water, a measuring cup and spoons, a stick to stir with, and about an hour to kill.

Awesome, i just bought a nice cheap black/white Fruit of the Loom t-shirt from Amazon for £3 so now all i need is some yellow dye and i'm ready to go :D
Then i'll see what the local printing shop can do for me :)

In some angles, it looks like that. But in most of those shots, you can clearly see the drawstring for the hood itself.

My Black/White t-shirt came today and fit pretty damn good, so now all i need is the yellow dye and a decent picture of the 'smiley logo'.
Does anyone know where i can find a good clear picture of it so i can either turn it into a transfer or take it to a printers?

The only problem with Law's Hoodie is such a ridiculous color. I've even checked American Apparel with their freaky colors and no luck. Not many places stock "tight-fitting" raglan hoodies, so making your own would be the best alternative. The only problem with that is that it's time consuming and difficult to do.
As for the printing. If you're going to do what Ichnob said and buy a t-shirt then sew on a hood. I would have gone to CafePress.com, bought a white baseball tee with black sleeves. Had the Law Symbol/Roger printed on it (you'd have to clean up one of the manga raws and probably vector the logo) with Cafepress. THEN, dyed it. Just the method, I would follow.
I've had horrible experiences in the past with "screening" stores. It seems the shirts are awesome once printed, but eventually start fading to the point where you can't see anything.
I got this printed back in '05. After a couple washes it was deemed unwearable by myself. Oh well, live and learn.

good luck to u!!! i'm not sure but i take a applied tech class and they let u make t-shirts/swears and u make a design off canvas 8 and put print it on parchment paper then i guess u hot iron it onto a shirt/sweater
