I found some clip just uploaded to youtube, Its Goku and some random annoucer guy hosting a Shin Budakai Techaichi tournoment, It features a bunch of random people using very random techniqes and its animated kinda like One Piece Movie 6.

As far as I can tell it's some wacky Japanese TV show. But anyone's guess is as good as mine.
I know that the burly guy in the contest was Benkei.
That was pretty fun though.

The magnitude of failure that is Toei Animation is utterly astounding. Simply put, that is the ugliest DB special I have ever seen; even the one done for that game show was of superior quality, not just in art but animation as well.

I recognized Benkei, Himiko, and Amakusa, but not the other guy.
Edit: Oh, I didn't check the daizex.com link. The other one was "Prince Shotoku."

The animation didn't really bug me, but it didn't strike me as phenomenal either. I thought the art looked pretty good.
The whole thing was just fun and I enjoyed it.

Yeah, the animation just seemed pretty standard to me. I've seen worse.

There's some parts that I thought were weird, like the swords being "summoned" and just suddenly being right behind him, instead of being shown poofing out of nowhere or popping out of the great. That seemed kinda lazy. But it didn't stab my eyes out of anything.

And the art itself didn't seem bad at all for the most part. The historical characters were drawn pretty cool.
I mean, I never have that high of standards for most recent stuff anyway (unless it's an animated movie or something). I'm still not able to fully articulate why I feel this way though. It's a combination of lots of stuff (and I don't just mean nostalgia, although I'm sure that's part of the reason).
