You said he wasn't strong enough to be top-tier then which means he was weaker as he would be now considering that everything in the story points at him being a top tier. I don't even have the nerve to dig up all the statements passed throughout the series.
Nothing in the story point to him being a top-tier, that's the point I'm trying to make. Top-tiers don't get sent flying, bleeding and screaming by a single Jet Pistol. Honestly, he tanked the punch worse than Blueno. Top-tiers aren't completely decimated in an instant, along with their entire crew, by a man who isn't even a confirmed top-tier. Do I think he'll become top-tier as the story progresses? Definitely. But as of now nothing convinces be he can hold a candle to a true top-tier.
Perhaps because Doflamingo while also being a big player never having received the build up of an main antagonist which so far has happened for Teach.
He hasn't received as much build-up, but he sure as hell has received a lot of build-up. He's basically the anti-Luffy, you can be sure he's going to be a major villain later on.
Because One Piece doesn't seem to be a story where a time skip works well because of the "the next adventure is right around the corner" concept. The entire progress in the Grand Line took the Strawhats only a couple of month's. It just doesn't seem fitting for Luffy to put a halt to adventures now after he's already waited exactly ten years to get that far.
I disagree. A 17/18 year old Luffy becoming PK would be absolutely and utterly retarded. If it does happen, it'd be the absolute worst thing Oda can ever do. But I have faith that is not going to happen, Oda hasn't majorly let me down yet and I have no reason to assume otherwise. We are currently in the perfect set-up for a timeskip to occur, and Oda's recent comment kinda hints at it.
Only that as I just explained the highest numbers 1; 3 and 5 took on the top tiers in this war. Unless of course you're trying to say that the Division Commanders 6 - 16 are all even stronger then Marco, Joz and Vista.
Stronger than Marco and Joz? Hell no. Stronger than Vista? It's a possibility. You've still yet to provide concrete evidence the numbers have anything to do with strength, and until you do it's speculation.
With the important difference that Joz didn't go "oh shitnaps, what do I do now" but rather just look pissed that someone took him by surprise from behind when he was actually focusing on a totally different opponent. Which is something totally different from Atomos facing Doflamingo head on and being toyed around with (without the latter requesting help from Crocodile). It shouldn't take a rocket scientist to comprehend the difference between those two situations.
Atmos was only worried because his nakama were right behind him, and he was certain Doflamingo would harm them. Unlike Joz, who seems like a usually reserved/quiet person and whose nakama weren't anywhere around him. Joz is certainly stronger than Atmos, but you're using a flawed argument to try and prove it. No one is the series so far has been shown to resist Doflamingo's control.

I never said any random weakling could fill it in, obviously you have to be of a certain strength. There's just no indication that level of strength is top-tier. Even a VA level guy is fairly rare I'm sure, and Ace is young, he will no doubt become top-tier soon enough.
As I said above, that would mean that Marco, Joz and Vista wouldn't be the strongest Division Commanders and you've just said that guys of that level are top-tiers. Obviously it somehow ruins the meaing behind the term top-tier if you have a dozen of equal fighters on your own side leave alone at the enemies side. Why not just accept that ranks #1; 3 and 5 are filled with the strongest of Whitebeards men? And that by that #2 and #4 would also follow that example?
And why would it suddenly mean that Marco, Joz and Vista wouldn't be the strongest commanders? Again, the fact that those guys are top-tier does not somehow mean the numbers are ranked by strength. For all we know, Atmos is stronger than Vista.
So the Yami Fruit helped him defeat Ace. And your point is? I don't see why this is out of a sudden an argument against Teach being a top-tier when apparantly almost every top-tier seems to have an DF ability and it was even stated that his ability can deal with all of them. That is his asset no matter if he's facing Logia, Zoan or Paramecia.
Sure it does, if he were facing an Admiral Teach would have gotten his face pounded in. Ace has obviously been neglecting his physical ability, while an Admiral has to be able to fight people like Rayleigh, Joz or Whitebeard who can actually harm them.
And you seem to forget that you reduced Teach to just mid VA's which simply means that you said Ace could take on stronger guys then the one who defeated him.
Yeah, that's exactly what I'm saying. Like I said before, different match-ups produce different results. BB had the perfect counter to Ace, it's a rock, paper, scissors concept.

**Kidd's bounty is 315 Million, while Doflamingo's is 340 M. The difference between the bounties is pretty negligible, hence Doflamingo having a Supernova level former bounty.
