What exactly is it? I know that is contains further details about Monster, in the form of an investigative report. But how is it formatted? It's not a manga is it? Will I be missing much by reading a translation if I don't have the illustrations?

you won't be missing anything even if you don't read any of it. the illustrations aren't important in the book. it was kind of boring imho.
it'e basically in the format of interviews to some of the characters, and a in depth look at some of the incidents and places that were in the series.

It's a novel, and it should not be read other than by people who has finished Monster. It contains an in depth look and analysis of incidents in the series from an outsider's point of view (the fictional journalist/author in the book, Werner Weber).
Stephen has done translation for the first 5 chapters, and due to his impressive grasp of English, I found this supplement quite interesting, especially the chapter about Lunge that reads like an actual criminology literature.
I don't think the illustrations are essential.

It's really quite interesting to read, since the ending of Monster left me somewhat vexed. To read some of what happened afterwards and about the characters was nice. I didn't find it boring at all just reading Stephen's translation, I also don't think the illustrations are essential to enjoy it.
Lunge's chapter was very good, ah, I can't wait until Stephen translates more…

Speaking of vexation at the end of Monster, perhaps someone can explain a few things (Off-topic, sorry).:
-What was the connection between the Red Rose Mansion and Kinderheim 511?
-When was Johan in Kinderheim 511?
-If Johan was supposedly the only survivor of the Kinderheim 511 "incident", what about Grimmer and Roberto?
-What exactly was the point of the Kinderheim 511 "experiment"? Was it a failure or a success?
-What exactly was the point of the "reading seminar" experiment in the Red Rose Mansion? Was it a failure or a success?
-Was Bonaparta behind Kinderheim 511, or just the Red Rose Mansion?
-Who poisoned everyone in the Red Rose Mansion? Why?
-How did Johan get his hands on the poisoned candies? Weren't the ones at the hospital sent to him as a gift?
-What was it that Johan trying to accomplish?Does "Another Monster" go into any of those details?
-
I'll try to explain some points, though I'm not completely sure it's correct and some parts still hurt my brain… damn your genius Urasawa!
-What was the connection between the Red Rose Mansion and Kinderheim 511?
Red Rose Mansion was the start of the superior human project, Kinderheim511 was the contuination of the project using Franz Bonaparta's principles as a base by the Germans. They realized their project paled in comparison to Bonaparta's when Johan arrived.-When was Johan in Kinderheim 511?
EDIT: General Wolf found the twins near the Czech border, and gave Johan his name from the Nameless Monster storybook, he then enrolled Johan in Kinderheim 511. Anna was sent to the gentler orphanage we saw early in the series. They were then eventually adopted by the Lieberts, and we know what happened after that…-If Johan was supposedly the only survivor of the Kinderheim 511 "incident", what about Grimmer and Roberto?
I'm not sure about this one, I'd have to go back and reread it… Grimmer and Roberto seem too old to of been there when Johan was though.-What exactly was the point of the Kinderheim 511 "experiment"? Was it a failure or a success?
Red Rose Mansion/Kinderheim 511 was a project to create "superior humans", eliminating all emotion from a child, to use them as soldiers I assume. Was it a failure? Was Johan what they wanted? Perhaps…-What exactly was the point of the "reading seminar" experiment in the Red Rose Mansion? Was it a failure or a success?
The intention was the same as Kinderheim511, to create superior humans… I'm not sure how it effected the children. Was it the subliminal messages in the story or the other things they did to the children (pitch black room, etc?) Johan didn't even participate, he just took Nina's memories as his own. I think reason Nina didn't end up a Monster was because of what Franz Bonaparta told her... the only part that she didn't tell Johan.-Was Bonaparta behind Kinderheim 511, or just the Red Rose Mansion?
Red Rose Mansion, Kinderheim511 went on without his knowing, afterall he did kill every in the Mansion because he didn't want the experiment to continue.-Who poisoned everyone in the Red Rose Mansion? Why?
Franz Bonaparta poisoned them all, to eliminate all evidence of the experiment and the children.-How did Johan get his hands on the poisoned candies? Weren't the ones at the hospital sent to him as a gift?
He could of found the poison in the hospital and injected the candies, while everyone thought he was still unconscious.-What was it that Johan trying to accomplish?
Now this is creepy… Johan was trying to create the "perfect suicide", by killing everyone who ever knew him and his sister. Connection to the "Nameless Monster" fairy tale? The last chapter always creeps me out... Who's the real monster? Franz, Johan or his mother?

I've been wondering what Another Monster was for a while. Thanks for clearing some things up, VildaHawk and jewbagel. I'm still confused on what happened within the manga sometimes. O_o
Also, I've asked this a few times before I think, but that introduction at the beginning of Another Monster of another hospital incident that took place, was that real or fake? XD I know, stupid question…..

Was that his plan from the beginning? It seemed like he had a whole bunch of thigs going on.
Man, I really need to reread it. The more I think about it, the more confused I get… -

Stephen said once in animesuki that they're fake. The journalist "Werner Weber" writing it for sure is fake. I would be awed if it turns out that Urasawa uses real-life case for his inspiration though. :D

It seemed like he had a bunch of 'plans' going on, but I think that was mostly from the outside forces trying to control him. Like General Wolf's people wanting him to become the next "Hitler" or the people who wanted to kill the entire Turk area of the city, and so on.
When he was with the old man Schuwald it seemed like he might of been after something else, but I think when he read the Nameless Monster book his planned changed. That could of been when the perfect suicide was set in motion, although he had always killed people who had known him and his sister.
It's quite confusing
