A video card on your computer and have it hooked up to your TV to capture, or a DVD rom drive and having a player which allows you to save the video.
Then of course, VituralDub followed by ImageReady.

Alright, how do I grab a video clip from DVD video? I'm talking about playing it on my computer by the way, none of this nonsense about hookin up to my TV.

If you want to keep the file on your computer you'll need to rip it. I don't know how but I think some things(I'm sure I saw a button in Windows Media Player one time) have some way to rip. As for if that function is a real rip or a rip-off rip that does a bad job, well, beats me.

If you have Windows Movie Maker, you can try and use the windows media player in there to split the video or take quick screenshots to make a gif.

I'd like to know how to make a clip from a DVD too. I'm sure there is an easy and free way out there.

I was trying some things out, but in the end I was unsuccessful.
I used DVD Decrypter (a free program) to copy the .ISO to my hard disk. Okay, that worked (or so it seemed).
But then I wanted to turn it into a .AVI or something so I could open it with Windows Movie Maker. I tried several free programs (and mounted the .ISO with Virtual Daemon), but I never finished because whenever I would preview them, the first part of the video was doing serious looping. Like, the .VOB file for the first part of the movie was all messed up. The others were fine, and I could have turned them to .AVI, but what was the point if I can't guarantee the whole thing will work?
So, yeah, if anyone knows anything else.

Well, this is kind of a long way, but you can rip tracks from the DVD using most burning software (nero for instance) and then convert them to a format that Virtual Dub can open and edit it that way. If you can make gifs from other video formats, then you already know how to do that part.

If I ripped a DVD (and it said it was a success) and the start of the video is glitched up (although it isn't on the actual DVD), does anyone know what the problem is? Should I try ripping it again? I haven't been wanting to because it takes so long, so does anyone know anything before I delete the ISO and start over?

You mean for converting an ISO to AVI? Well, the ISO is like 4 GB, and the upload limit is 100 MB.

What did you use to get the clip or convert it or whatever?
Oh, I was only going to use Movie Maker to make the whole video into a clip. Because I ripped the entire DVD, so I was going to convert it to AVI, open it in Movie Maker, and then delete the parts I didn't want. But if you already got the clip I guess you won't need to do that.
Anyway, if you got the clip in AVI format, you can just open it in Microsoft Gif Animator:

Oh, but if you want to be able to resize your gif, I think you'll need another program. I'll look and see if there is a better one.
(I usually just make animated gifs the long way. If the file will open in BSPlayer, and the clip isn't very long, I just hit the "p" key really fast while the scene is playing to take screenshots. Then I resize them individually in Paint and put them together with Unfreez.)
