Mihawk holds the title, but prior to that, they were rivals, roughly equal in power. If Mihawk earned the title following Shanks' arm loss, then he keeps it by denying Shanks a chance to either debunk it (Meaning they're still equals) or claim it (Meaning he is indeed superior).
Shanks didn't learn how to fight with his right arm overnight. It probably took years, and during that time, Mihawk clearly established himself as the world's greatest swordsman. It's even possible that his sword is superior to Shanks' sword, that being the sole reason he holds the title and Shanks doesn't.
Some of that is speculation, but some isn't.
Regardless, the Yonkou are the strongest pirates in the world. End of story.

No, Mihawk said the Marines and Shichibukai are equal. Tashigi SAYS that the Marines and Shichibukai are ALLIES. Allies aid each other during war. If the Marines and the Yonkou were equal, there would be no reason for the Shichibukai.

don't really want to get into this arguement but when you guys say
Yonkou = Marines = Schichibukai OR
Yonkou = Marines + Schichibukai
it makes it sound like that the Yonkou are allies with one another. I know you guys don't think thats true but it really sounds like thats what you are saying. My opinion is that if the Yonkou did band together it would be the second equation. Heck even maybe just 2 combined together would form the second equation, considering how freaked out the WG was about Shanks and Whitebeard meeting.
Personally I dont think the Schichibukai = Yonkou just because it seems that the Yonkou pretty much have an army basically to themselves. HOWEVER I do believe Mihawk = Shanks. I could explain my reasons but its pretty much everywhere in this thread already stated by you guys.
