As for them not knowing every member of the crew, they may not have known specific names, but if a person's on their ship and is not a hostage, they're a member of the crew. So if the crew gets captured, then they'd all be hung.
That's assuming they were captured at sea, but what if that wasn't the case? The Navy could just as easily (if less likely) caught Roger somewhere on land. there it'd be quite easy for members of the crew to not be caught (they'd just have to be lucky enough to not be with Roger when he was captured).

Of course there's no proof yet, that's what's fun about making theories. I thought about it, asked myself whether Roger would sacrifice himself, and why? I thought it was because he had finished what he sent out to do (except ignite the Pirate Era) but it could also have been part of a deal to spare his nakama.
If you just accept the possibility and see the logic behind it, it's no problem. I'm more curious as to why he was executed somewhere as lame as Rogue Town.
Oh, I accept that he's making the theory, and I don't really have a problem with that. I posted in the first place to point out that he was making a hasty generalization… an assumption without base. I said it didn't logically follow. Then he tried to argue it did, and then I pointed out that it didn't. All I cared about was that he was making a baseless assumption in the first place.
I can both see the possibility and see the logic behind it... if you get past the fact that there's as much of it (if not more) that is illogical, as there is that is logical. The fact that he starts out making an illogical assumption doesn't help his theory much, though.
Maybe if I decided to go off into my own theories, I wouldn't seem so standoffish, but it seems pretty pointless at this point, because all the others in this thread have done a bang up job of offering alternate, logical explanations.
