People talk about him toying with the Marines, but I won't think much of it until he kills or hurts one for fun.

The thing is, Oda is never going to let Luffy have anywhere near as high of a bounty as the guy he is fighting - it takes away from the underdog perspective and removes tension
Luffy versus Croc, Croc had nearly 3x Luffy's bounty, and in actuallity, he his true bounty was nearly 6x higher than Luffy's at the time. Even after Luffy won, his upgraded bounty was still quite a bit below the bounty that Croc deserved according to Oda.
Then Luffy with a 100 million bounty takes out Enel, whom Oda says should have around a 500+ million. That's another ludicris gap, and yet Luffy wins in the end.
The gap was there against Croc, but that was the first Grandline boss. The gap with now and the bounty Croc and Ener deserve didn't exist at the time. To think of it, did we know the Eastblue bounties before the bosses were done, either?
So he got there and the next guy up was Foxy, with a small bounty. He gave Luffy one hell of a fight anyway. Besides Luffy not thinking of his enemy's bounty, Oda has already explained that they're not power levels, and I don't see why Luffy would get a small one again just to pale in comparision when the tension's not there.
The thing is, that Luffy and Flamingo have to fight in the future still, and Oda isn't going to put Luffy's bounty too close to Flamingo otherwise it will remove tension - So I'd say regardless of what Luffy truly deserves, he will wind up with around a 200-250 million bounty, which still preserves a fairly large gap between himself and Flamingo, especially if Flamingo's true bounty now is considerably higher than when it was frozen.
Again, there isn't any real tension with a bounty gap. "Welcome to the Grandline, kid." It worked for Croc, but it's not going to really seem interesting anymore. Yes, you pointed out that we don't know his true worth anyway, but you make it sound like a power level.
Not even that they're set to fight, it's just a common thought. The "new age" ideal is coming from someone with IQ of more than 75, this time.
(On a side note, I think Zoro and Kuma will wind up fighting, and Luffy and Flamingo will fight. It'd be kinda strange if Zoro doesn't take out a single pirate god until Mihawk).
Doflamingo and Kuma aren't partners, I doubt one will fight the crew to support the other. And Kuma wouldn't mean anything to Zoro anyway. Unless there's that Atheist against Pious thing, which isn't much of a set up.
