from what i see in the videos, chars like kizaru, marco, etc look really powerful and fun to play while chars like sanji, barto, jozu, etc look super dull and boring.
At the moment, it's not very well balanced. Your suspicions are mostly correct, though Barto has a hint of strategy to him thanks to his barriers. Joz is just heavy hitting, while Sanji feels like he should be powerful and swift, but some of his combos are kinda slow and hard to land.

I'm assuming by special attacks, you mean those super ultra specials that deal massive damage. Each character only has one of those. Whether it's easy to dodge depends on the character.
Among the demo characters, Sanji and Nami's supers are the hardest to connect. I actually used Sanji's special like, 7 times or something before I finally managed to land it. Some, like the Marine Admirals, can continue with their supers even if they don't connect on the first hit.
Luffy and Franky 'transform' when you enter their 'awakening'. After transforming, you can still use a super (Luffy's is Leo Bazooka followed by King Kong Gun, Franky's is Franky Radical Beam, General Franky version).
Chopper, Drake, and Sengoku don't transform for their awakening. Instead, they transform for their supers. Chopper's is only a one hit attack with Monster Point. Drake and Sengoku remain in their full Zoan forms for much longer (as long as it takes for their Burst Gauge to deplete).
The only tip to avoid them is to keep dodging. I don't think you can guard against them.
