One good thing about this new book is that we can consider any name revealed in the anime to previously unnamed character in the manga to be canon, since it's likely that Oda probably told Toei ahead of time what that character's name is.
I wonder… how does Oda come up with these names? I can't even think of five good names and he just makes a hundred.
Most of the names he comes up with are humorous in nature. Like Dalmatian for example, pretty straight foward, ate a Zoan-type Devil Fruit that allows him to transform into a Dalmatian, and it's not just him either. Smoker is a main secondary character, and much like his name says his smokes three cigars, has a cigar belt around him, and has a Devil Fruit ability that allows him to produce, control, and become smoke. So Oda's naming convention is not just limited to minor characters.

Actually there are four places in the United States named Strawberry in Arizona, California, and Utah, which are mostly census-designated places. Two athletes have Strawberry as their surname both are related though retired major league baseball player Darryl Strawberry and his son NBA player D.J.. Although I don't think Oda probably had them in mind when naming the VA.

I'd like to retract my previous statement about the anime credits providing canon names for unnamed manga characters. Also they gave the drunkard in Mock Town a name, I wonder if they'll name the God of Skypiea that appeared the flashback when Upper Yard was sent into the sky.

The guy with the luchadore looking mask is he the guy that Hody hired to set fire to the papers right, sorry I can't quit remember that character from that chapter.
