I'm also still of the firm opinion Spandam is merely the leader of CP9 because of his leadership capabilities and his sneaky strategies. He was pretty weak all those years ago, so I doubt he even knows a smithen of rokushiki.
I like that theory about one of the Admirals having taught it, though. Like, maybe one of the Admirals is a profound master of the moves and maybe even knows more than six. It might sound a bit repetitive, but I like it a hell of a lot more than just having all of the Admirals be so powerful because of Devil Fruits.

Er, well. Honestly, CP9 are just beginning to remind me of random Hokuto No Ken characters. All they seem to do is use powerful strength, stabbing motions with fingertips, and whatever else. Plus, the fact they were all trained from childhood is just pretty much the same deal as Hokuto No Ken.
If, and that's if, they show some more cool moves, I'll be impressed. Now that people are becoming naturally a threat, not due to Devil Fruit powers, is pretty fantastic. But, I just get the feeling that Luffy is going to become extremely powerful somehow, and defeat them all. Not failing that, considering how powerful CP9 are supposed to be, there'll be another repeat of Alabasta, or something. With various Strawhat Pirates/Franky/Paulie/**SOGEKING?!?!?1/1 all taking one of them on, individually. But I think the space in the carriages is becoming quite limited, honestly. This fight is not going to take place aboard this train.
Shit, speaking of Hokuto No Ken, even Spandam reminds me of Jagi, but.. with an elephant in bondage gear, obviously. I doubt Spandam is going to be much more than just.. as you say, weak. But, then again, you never know.. maybe after the humiliation of having his face damaged and wearing a mask… wow, this is familiar… he might have learned some crazy fighting style called THOUSAND DRAGON HAND PATTERN, and he'll have a showdown with Franky, ontop of a building. With gasoline tanks.
I think Spandam's got something good to show. He's been eating steak and having his head massaged by an elephant, but.. I think he's got something up his sleeve. There's been too much emphasis on him being a weakling, somehow.. like, Oda's planning something with him. Plus, he does have that score to settle with Franky, too.
Hell, someone taught CP9 how to fight, somewhere. I wouldn't be too shocked if it was down to some Admiral, or Admirals. I'm sure we'll discover all these shocking revelations, down the line.
Put it this way, Spandam is probably going to get really fucked up by someone, possibly involving his face again.
