A lot of people predicted that. I'm included among them.
I say that we can predict what may happen, but not how. I for one was against the timeskip because I thought Luffy would never had the wisdom to stay on one place and train for years, instead of rushing towards his friends.
I couldn't predict that Shakky knew Hancock & co. and would predict that Hancock would fall in love with Luffy, nor that Rayleigh would suddenly cross the Calm Belt by swimming. Those were the catalysts that allowed the timeskip to happen. I doubt anyone who predicted the timeskip expected what happened in Chapter 591.
IMO, those who predicted the timeskip were paying attention on the story structure more than the main character's personality, and in the end they were right and I was wrong. The story was indeed moving towards Luffy needing to stop and become stronger before continuing his adventure. I couldn't foresee it because there was no way (in my mind) that Luffy would take that decision, and there was no one around him (which were Law, Hancock and Jimbei) that would suggest it to him or convince him to do it.
So, I say we can predict WHAT's going to happen in the story. We know that Luffy will win some fight or that someone may join or won't, but when we try to think too hard on HOW it will happen, we often fail.
Also, everyone fails on predictions as much as they get them right…
