It's more like they don't want to take a risk on any new shows, and would use reruns until people stop watching them. I'd call it a business cascade.
Think of it this way. You're a retailer and you buy grain wholesale. About 75% of the grain your suppliers have given you in the past 4 years have been poisoned, and over those four years they've also been supplying you with less grain for the same price. They also blame you for not being able to sell more of your grain so you could buy more from them.
[adult swim] has been buying licensing rights from various companies and haven't come off with good hits, partially because the localizing companies are at fault, partially because Japan is at fault, and partially because the viewers don't want to watch anime and/or bad anime. [adult swim] is held responsible by Turner for wasting money and so stops buying anime, which in turn hurts the localizing companies and to a (far) lesser extent Japan. The effect on Japan is so minimal they have no incentive to clean their act up, hence why the problem persists over here.
If Inu-Yasha and Bebop remain popular, that means either of 2 things.
1. People love them so much they don't care about reruns.
2. The viewership changes so frequently people are watching them for the first time.
#2 is argument enough to never change anything ever.
