It keeps track of how often you use a character (percentage wise). How often you've won… etc.
I give capcom major props for the amount of thought put into this game. Sure much isn't that new, but it all fits. Hell they even thought of fans in america as well. Not only can you change the language tracks from english to japanese... you can also designate exactly what language each character individually speaks! I have Guile and Ken speaking english, while all my japanese characters are in their native tongue.
but I always keep M.Bison on japanese. Norio Wakamoto's voice is too good to pass up.

Use Chun Li like in that video and computer Seth will own your ass. I've found that the best strategy to fight Seth (second form mind you, as first round Seth can be beaten perfect every time using jump in Heavy Punch to crouch Heavy Punch) on any level with Chun Li is to do nothing but block and counter with Heavy punch. Almost all of her other moves leave her open for far too long and you get punished. Big time. All that said I still like the character but she definitely won't be getting much play from me online. It's like her and El Fuerte are made from rice paper and every one else is Titanium.
