The quote is saying that people should feel something (against the ones who've committed the attack) and not be used to the attacks I think.
Reason why there has been more and more attacks recently is actually because ISIS is losing in Irak and Syria. And like all organizations being defeated, they'll multiply the attacks.
I wouldn't call choosing not to be afraid and love as "feeling nothing"
