First, it's Syan. Second, I'd like them to be entertaining (since that is NECESSARY to be a good wrestler), funny (not needed, but can add to a promo), AND talented. With Santino & Kozlov, we had two out of three, yet with Slater and Gabriel, we only have Gabriel as being talented, but not yet entertaining or funny, and Slater being a complete dud.
As you yourself said, Gabriel is a great wrestler and Slater is above average, Santino, although entertaining (and arguably funny, if you're into that kind of thing), has the work-rate of a mule, and Kozlov isn't entertaining or funny in any means of the word, and although fairly original, doesn't know how to do shit.
And even if you were right, and Slater was a shitastic wrestler (he isn't bad, but he is above average) and Gabriel sucked, they would still be better champions than fucking Kozlov and Marella
The secondary championships are having a fucking terrible credibility, we need some real champions, and Slater and Gabriel are a big step up over a wrestler that doesn't belong in the Championship scene and should be making small mark-out moments to the fans that appreciate him and a wrestler that doesn't know how to work and should be released at this point.
Now, of course, even with the big step up the championships had, the next step should be to actually make the titles credible, which isn't helping when WWE made them lose cleanly to John Cena and Miz without a fight in less than 3 minutes, but that's a discussion for another day.

I always find it hilarious how he used a Mask all over his career (Including when he tried over at MMA), because he has such great facial expressions all the way through the matches and promos that have been hidden by a (ugly, IMO) mask
