No. In his monster form, Chopper wasn't in control and was nothing more than a beast, thus he'll remain being seen as a pet, a pet who can turn into a monster. A mindless animal is not a threat to the WG, since we dont see them placing bounties on sea kings and stuff

So, which would you say is more knowable that BB is a conjoined twin or his DF and abnormal logia body? Like in a normal conversation if you were Marco would you say:

a) Hey, BB is actually a conjoined twin, that sure is abnormal!
b) Hey, BB is a walking black hole, is his body abnormal or what!

Honestly, i dont see how you can interpret Marco's words to mean that Teach is more than one person,has multiple personalities and so on. The first part of the sentence is being completely ignored.

"But as you ALL know,…." Which means that BB's abnormality is kinda common knowledge. Like, for instance that he has the Yami Yami fruit (being more than one person definitely does not count as something everybody knows). The body abnormality Marco is most probably referring to is BB's logia darkness body. Which as you all know does not let stuff pass by, but sucks them in.

Now my theory on how BB can steal abilitys is simple - its part of his fruit, as he stated during his fight with Ace here http://www.onemanga.com/One_Piece/441/05/ his fruit gives him the ability to pull in everything, and as he said here http://www.onemanga.com/One_Piece/441/11/ he does not negate, but "leeches" the ability users power, making him unable to use his fruit powers. So he can just pull out the "devil" out of a person into his own body, which can pull in stuff, so as long as that devil is in his body he gets the power. Now for the speculation, the reason why BB cant take the ability of a live person is because the "fruit devil" is bound to the user, but once the user dies, its no longer bound to anything and later on grows into a new fruit. So i guess between the death of the fruit user and the regrowth of the fruit, there is an opportunity to, using the yami fruit, get another persons ability
