I respect your opinions, however I heavily disagree with most of them. You write a lot, but a lot of your opinions don't seem backed by hard evidence. I'll respond to a few things to show you how I arrived at this opinion.
Blackbeard is interesting, he seems to rely on his DF too much
Hmm, it seems to me like the whole reason he wanted his Devil Fruit is because OTHER people rely on theirs too much.

I don't really see why Jimbei is receiving applause for being able to escape with the help of Coby and Shanks, it has nothing to do with his ability. He was clearly defeated.
Moria and Hancock are the weakest right now without a doubt. Hancock is good against fodder but then again, so is Brooke.
I don't see the basis for this whatsoever. We have only seen Hancock fight fodder(Excluding her beating Pacifistas that didn't appear to fight back).
Her martial arts skills are interesting though, but I don't see them holding up against someone immune to her powers. Her Kings Haki is a wild card, because we have no idea if she can control it or not. If we had conformation about her controlling it, I might admit she is a bit stronger, but currently, I can barely see her beating Luffy one on one.
What have we seen to suggest that the likes of Jimbei's hand to hand combat makes him anymore powerful than Hancock?
I see Hancock becoming the second strongest only because of her King's Haki.
So, we know that Hancock can use Haki because she hit Smoker. We know she has King's Haki, but you are choosing to rank her last, and then predict her to move to second by saying she will learn how to use it, and only because of that? Considering that the island is well known for it's Haki, and that both of Hancocks sisters have what I would consider to be great mastery over Haki, I doubt that whatever Hancock doesn't know about her own Haki will provide that much of a power gap. I guess that's just my opinion, but it seems a little odd to base your power scale so much on what you even defined yourself as a "wild card."
if Boa masters this, she could have one of the most unstoppable offenses period. A little more depth on her DF would be nice, but I doubt that we have seen all her fruit can do.
You admit we don't know much about her fruit OR if she knows how to control her King's Haki, yet you put her last "without a doubt?"
I don't see Mihawk or Doflamingo changing at all.
I don't disagree with this, but I don't think Jimbei with be on their level by the end of the story either. I don't think Mihawk's level is that attainable, or else Zoro's ambition would be a bit dismal.
Crocodile lost his ambition before, but I think he's getting his groove back on. I could see him a Whitebeard Division Commander or even Captain, and that would require him to beef up quite a bit.
Implying the whitebeard pirates stay together, and more importantly implying that Crocodile is WEAKER than devision captain level? We haven't seen anything that suggests Crocodile to be weaker than ANY division captain. Sure, Marco or maybe even someone else COULD be stronger, but I certainly wouldn't imply Crocodile isn't on their tier, as he is probably higher than most of them if anything.
Kuma has no more will. He has been maxed out and upgraded to the max, and I think he is at his MAX power now.
I don't see how having no will means you can't be UPGRADED. I don't think technological upgrades require will.

1. NONE of the Pacifistas tried to defend themselves, that is a fact. Luffy could've done the same with Gear Third, it just would've taken him longer.
Luffy plus his entire crew struggled to take out one Pacifista. Also, that is not a fact. I believe you're correct that they didn't defend themselves, but it's not a fact.
