thought/data processing wise - there is a vast difference in speed between smart and dumb people (to exaggerate scenarios/differences). a smart guy could see a drop of condensation on a cleanroom window and tell you there's a leak in a specific part of the inward ducting immediately; a dumb person would just wipe the condensation every day and get on with his work.
action/reaction wise - there is a vast difference between trained and non-trained individuals. Paired with the above, bruce lee would grab a sudden unwarned punch by the wrist with his left hand, grab the guy's neck with his right, and put his calf behind the guy in less than a second to trip him; the average guy would just get hit or jump backwards at most.
physically
movement/muscle speed - lucci is a trained person, his muscles are basically strong enough to move fast. this is essential to be paired with the above, otherwise thinking fast does nothing. enel, though his lightning attacks are electrical speed, doesn't move as fast in 1) head turning speed. he has to track to whack. 2) balance himself/gain footing. unless he's standing on something conductive, he can lose balance, since he's not a casual dispersal type logia(like ace, smoker, aokiji, who can just form an elemental base no matter their position). so unless u're assuming enel is screwed to the ground stably with a 360deg radar, it's the tiny moves like that that are the weakest link. lucci is not limited to ground, has faster muscle action.
lucci is a trained superhuman with honed reflexes to these scenarios, and combined with his strategists' analysis, my personal view was that he probably wouldn't approach the person unless he knew what his power was. Any danger he sees, retreat is quick too. kalifa already sorus faster than the eye can see. lucci is 8 times stronger, imagine his speed with soru.
given the way he analysed luffy's gear 2, he's a pretty smart person too, and how he stood back and analysed the situation during gear 3 (landing on the mast and standing there calmly), he isn't one to lose his head in the heat of battle.
of course you could be right about splashers, enel could have them, u have a point there. this point i concede to u.
however, his splashers, if any, doesn't strike me as too splashy or effective as the above 3 examples' (smoker, ace, aokiji), plainly due to the fact that his movement as electricity is dependant on resistance of the medium he's present in. he basically just conducts or phases his way through things if he wants to avoid attacks, or conducts himself through stuff to run away. he doesn't disperse like the 3. most of the time, even though he's in electrical state, he stays in his original shape and form.
so unlike crocodile, who could have dodged a wet fist by dispersing and going around it if his reaction speed were fast enough, enel is a dead target for rubber. this also makes his attacks single liners that stretch out to the sides a little at most. notice how he never disperses around luffy's attacks?
mantra balanced that out by giving him warning sounds of which msucles are gonna move, but luffy THEN could never match with lucci NOW in terms of muscle speed. so mantra is, assumed to be, of no use here. he may hear it, but if he can't react fast enough from time of sound reception to impact, it's pointless. don't tell me about electrical impulses, we aren't robots programmed to react instantaenously, with our speeds limited by electrical signals. that's what training is for. and data processing wise, to think of counter attacks to shield himself from lucci, a man who aims to go to the moon doesn't strike me as being the sharpest tool in the shed.
also, lucci is bound to have rubber on hand, given on earth many things are made of rubber, like leather shoe soles, and along with the mental analysis i came up with above, lucci isn't likely to touch him without rubber if he knows his power.
so it comes down to this:

if lucci knows his power beforehand, because that fella is from skypiea and the government might not know, if yes, lucci probably wins, if no, proceed to 2>

if lucci gets overconfident and chooses physical confrontation before observation, if yes, lucci loses, if no, proceed to 3>

if the guy actually has an AoE move that can make up for his lack of dispersal by acting as a defense as well as an offense to the immediate area around him (providing a shock to anyone that gets within like 1 metres readius?), with either constant activation (always on when he's fighting), or fast enough reactivation to emulate the former. if yes, enel wins anyway because no physical fighter can even get near him unless they wear full rubber suits which sounds nonsensical. if no, lucci wins.
