hmm well true that shicibukai normally have a high bounty or they are very famous but hey it's one piece u cant predict it lols like that cp9 where not many ppl hear about t well almost theydont even know if they are truly exsist except those from the world goverment so secret shichibuka is posible i think but i dont find any reason why he become secret shichibukai… since i remember coby said he is the genius scientist so less likely he is the shichibukai.... unless he make a creature to be a shichibukai thats more likely i think
