Action in what sense though. NATO doesn't even really have the leverage to extend itself that far geographically speaking. NATO has been expanding east and southwards since the Cold War ended, which allowed us to hit up Serbia and then Libya, and though messy the possibility of going into Syria is there.
North Sudan is not in the sphere yet. Even if it was it would be a frightful job to get done.
I didn't pick that option because of NATO. It had more to do with intervention, whether that be NATO, the UN, or the African Union.
