He clearly wasn't afraid of Whitebeard and had a small skirmish with Shanks. And Blackbeard has only been a Yonko for two years, so I doubt he's quite strong enough to take on Shanks or Kaido yet.
Kaidou and Shanks' forces never clashed, since the Red Dragon(or whatever Shanks ship is) didn't suffer damage. They are most likely locked in a stalemate, and Kaidou backed down either because he did not want to risk open war in the waters(where his DF army would be disadvantaged) or he decided clashing with Shanks will result in heavy casualties(and make taking WB's head more difficult.)
So is Kaidou stronger than Shanks on one-on-one? I dunno, possibly. I mean Shanks is still handicapped, losing his other arm.
I wonder if he included Luffy in his calculations.
The additional muscle that comes with the Straw Hats might not be necessary at all. He didn't anticipate the alliance, he was actually surprised to meet them on Punk Hazard. He also noted that once Caesar is captured, things need to go down fast (means he didn't plan to search for the Straw Hats in the middle of his operation).
I wouldn't be surprised if his plan doesn't involve any fighting at all, at least not on his part. He shouldn't be able to take on a Yonkou alone, even if he manages to weaken his artificial Zoan army.
Yup, he realized that Luffy is crazy as fuck(back at Shabody), and is the incarnation of the God of Trouble and Luck. He most probably allied with him to "babysit" him and keep him away from meddling with his plans(didn't work exactly like he wanted).

Now, does the 30% datum refers to the existing chances that Dofla resign his title. We coulnd't know. It is also possible that Law's plan has more stages than 2. And that percentage could refer to this and the other stages, Maybe, if Law would talk now about it, once the first stage succed, that chances has increase. Anyhow, if Law's plan is a good plan, he would have to calculate what to do, even if Doflamingo doesn't quit.
I think you're right that Doflamingo doesn't quit. I'm speculating that Law just wants DD to react.
Because If Doflamingo wouldn't deliver the SMILES to Kaidou, he'd be force to take refuge in the World Government and/or take out his hidden cards. The World Government, unwanting to discredit the position of Shichibukai any further(Croc lost, Moria lost, BB left) would support DD as much as possible.
Next step, Law/Luffy would make a deal with Kaidou, pointing out that DD did not only fail to deliver his promise, but is "planning something with the Marines." using DD's "weird actions" as of the moment. Using Caesar as a leverage, (hey the traitor DD failed to give you SMILES but we give you his SAD manufacturer) and WB's last actions (there was a Yonkou before that clashed head on with the Marines, in their HQ). They'd provoke Kaidou into hunting DD and clashing with the Marines.
Kaidou, being a bitter rival of WB, would take a bite( or if kill Law and Luffy outright = failure).
Of course, Kaidou can also do nothing ( DD still on the tail of Law, Kaidou's strength did not change = failure).
He can also assassinate DD ( DD dies but the Yonkou stands = failure)

The clash with the Marines would happen, but Kaidou would succeed and his forces would not be weakened enough (Law and Luffy can't beat him still = failure)
I think the scenario Law is looking for is where Kaidou clashes with the Marines due to some orchestrated misunderstanding with DD, suffer severe damage or die. By that, Kaidou's territory would be up for the taking. But with that, I don't think the remaining Supernovas would stand still.

what if Doflamingo was sweating not because he's afraid that Kaidou will kill him but because his "plan" is not complete yet.. a plan to use Kaidou to mass up an army of zoan smiles. what if Doflamingo actually can control any smileys users. that is why momonosuke saw dofla in his mind when his hungry.
Because we are so soaked with Luffy's idea of a Pirate, many seem to forget that he's one of the ODD BUNCH OF PIRATES.
Not because Whitebeard, Roger, or Shanks have some sort of moral code they stick to, does not mean that the GREAT PIRATE AGE is dominated by these types of Pirates.
The fact remains that Pirates pillage and murder, that's why the Government started to cracking them down on the first place.
So in the current Yonkou, Shanks is the odd one out.
Blackbeard = wants more power, hunts strong DF users
Big Mam = wants sweets, else you're fucked
Kaidou = wants more power, empowers his whole crew with artificial DF
Maybe because a previous Yonkou died, you think they are Admiral level or something, but not even the Marines dare step inside their territories. If Ace wasn't captured and set as a bait for luring WB inside Marines HQ, WB would have died of old age.
Now could Doflamingo's strength even compare to an Admiral? I dunno. But it's not really the strength of the Yonkou that makes them Pirates scary, it's that they don't play by the rules.

a thought crossed my mind… Why didn't franky just help them reconstruct their candy factories on FI? He's a freaking super genius and i'm sure with a blueprint he could've had them all back up in a day.

What if Kaidou has a Mythical Zoan ability that could copy any Zoan-ability, hence mastery over the Beasts?
'Cause normal Zoan-ability would suck for a Yonkou, I think.
