Usopp's more likely based off being Italian, with the Pinocchio reference, plus his mother's name is Banchina, which is "Dock" in Italian, and the Clima-tact's moves are Italian…of course Spanish and Italian are very similar.
I don't believe the world of One Piece has specific matches to the real world though, it's certainly never been said. Though Water 7 was obviously based off of Venice, Italy.
