Better off, if the cartoon is any indication.
I never saw the cartoon so for me and probably most others MIB without those two is Some Other Men In Black.

The cartoon had the same characters of J and K. Same basic roles of inept rookie and seasoned veteran. Loosely based off the appearance of Smith and Jones.
But their actual chemistry when you take away Smith's attitude and on-screen persona and give K a lot more nuance worked way better. And the show had far, far better stories for the most part.
It lost a little something in season 2 when it seemingly became mandated that the worms be featured in a B plot in every episode, but other than that…

Probably because the stories could be more fleshed out over the seasons or did they do a one story per episode thing with each episode only loosely connected to the previous one?

They had recurring characters (a particular villain showed up once or twice every season) and mild continuity, (hey its that guy we met before ) but no arcs. For the most part they were entirely stand alone episodes.
And the first couple eps of the show did a better job than all three movies combined of flesing out the characters and the history.
But what's MIB without Will Smith and Tommy Lee Jones? It hasn't even been 5 years since the last MIB movie. Admittedly, there are plenty of agents to work with so, meh, it's possible.
Will's going to be busy filming Bad Boys 3 and 4. Which surprises me, because I just kinda assumed people figured out that Martin Lawrence sucks.
But a 21&MIB crossover? Okay, yeah, why not

Kind of expected a typical snipe at Micheal Bay but jab at Martin Lawrence was unexpected.
I would be more excited if Lord and Miller did the crossover, but I am still looking forward to it, cause I loved the first 2 jump street movies and am optimistic this one will also be good.
No K makes me sad because of the missed opportunity of Channing Tatum and Tommy Lee Jones being together in an MiB movie.
